IDIQ Activity Director, USAID ERAT, Indonesia

Erman Rahman has served as activity director for USAID ERAT since the start of the program in January 2021. Prior to being the activity director, Erman was The Asia Foundation Indonesia’s senior program director, leading policy analysis and advocacy promoting sustainable development in Papua and improvement of local governance and public service delivery. He also provided expert advice to the Foundation’s programs on environmental governance, social inclusion, and access to justice. From 2008 to 2015 he led the Foundation’s local and economic governance programs in Indonesia, promoting the improvement of basic services and a business-enabling environment by improving access to information, inclusive participation and social accountability, public procurement, business licensing, regulatory reform, and civil society strengthening. His analytical work includes political economy analyses of basic service provision; procurement reform; social inclusion; budget analysis and performance-based fiscal transfer; transportation and regional development; business licensing; subnational conflict and aid; agriculture and rural development; and village and local governance. Prior to joining the Foundation, he worked with the World Bank’s Jakarta office, leading local governance and basic service delivery projects from 2002. Prior to this, he worked at the National Development Planning Agency of the Government of Indonesia.

Education: Bachelor’s degree in Engineering from Bandung Institute of Technology (ITB), Indonesia, and master’s degree in Transportation from Northwestern University.
