Shahim Ahmad Kabuli

Former Survey Manager, Survey of the Afghan People


Mr. Shahim Ahmad Kabuli is the Manager of The Asia Foundation's annual Survey of the Afghan People. Prior to joining The Asia Foundation, he worked as a Research Coordinator with Integrity Watch Afghanistan (IWA) for two years. Previously, he has served as an Evaluation Analyst with the World Bank South Asia Sustainable Development Unit for four years, and also as a senior analyst for the Ministry of Rural Rehabilitation and Development on the National Risk and Vulnerability Unit (NRVA) for an additional four years.

In the past ten years, he has been involved in different research projects in Afghanistan as a data entry specialist, data analyst, monitor and survey manager. Based on this experience, he has become proficient in data analysis software, data management and designing research tools and methodologies. By being involved in the entire data gathering chain, he has developed a thorough understanding of the challenges facing researchers and practitioners conducting survey-based research in the developing world.

He has managed large survey projects in Afghanistan, such as the National Corruption Survey 2012, Impact Evaluation of National Solidarity Program (NSP) 2007 - 2011, the National Emergency Rural Access Program Baseline Survey 2009, the National Risk and Vulnerability Assessment of 2005 and 2007. These survey projects were supported by international organizations such as the World Bank, Harvard University, European Commission, DFID, UNWFP, UNICEF, the MRRD and Afghanistan Central Statistics Organization (CSO).

Education: Shahim Kabuli has a Bachelor of Business Administration from Kardan University. He has received extensive professional training in surveys and statistics, including courses in the following: Foundations of Monitoring and Evaluation, Egypt, 2010; Randomized Impact Evaluation, Indonesia, 2009; STATA Software Training; Sampling for NRVA and Basic Poverty Measurement and Diagnostics, 2008.
