Without a national identity card, residents of Thailand’s tsunami-ravaged Andaman Coast are unable to access government services such as health care, public education, and special services available to tsunami survivors. Because many are not familiar with Thai rules governing national identity, many within rural populations along the Andaman Coast do not possess such a card. The Asia Foundation is working with the Ministry of Justice to verify the citizenship of coastal peoples through legal aid and, when necessary, DNA testing.
