In his opening remarks at the January 28 Afghanistan Conference in London, Prime Minister Gordon Brown mentioned The Asia Foundation’s partnership with the Afghan Independent Directorate for Local Governance as well as the British, American, Canadian and Belgian governments, to launch the new performance-based governors’ fund.
