Between August and September of 2008, The Asia Foundation conducted the first nationwide community-police perceptions survey in Timor-Leste. The aim of this survey was to gather first-hand opinion of a large sample of Timorese citizens, community leaders, and members of the PNTL on a variety of contemporary local security and police-related issues so that the information generated is useful for policy makers and opinion shapers in government, the international community, and the broader Timorese public.

The Government of Timor-Leste faces many challenges in providing access to justice for its citizens.
Individuals’ attempts to exercise fundamental rights through traditional dispute resolution mechanisms
or through the nascent formal justice sector often fail due to limited financial resources, low awareness
of options, and geographic isolation. Through the USAID funded Access to Justice Program, The Asia
Foundation aims to bridge those gaps for vulnerable groups by funding pro bono legal aid services; supporting
enhanced mediation services; increasing expertise to meet the particular justice needs of women;
and increasing awareness of laws and legal procedures vital to securing livelihoods for vulnerable groups.

Bertumpu pada kemitraan yang telah lama berlangsung tersebut, Asia Foundation menanggapi dengan cepat situasi di Aceh paska tsunami Desember 2004; mendukung mitra memobilisasi sukarelawan, tenaga-tenaga kesehatan dan bantuan mendesak lainnya. Sejak awal, strategi Asia Foundation mengedepankan pendekatan yang bersifat jangka panjang dan kolaboratif; antara lain bekerjasama dengan berbagai universitas, lembaga pemerintah, kelompok perempuan, organisasi masyarakat sipil, dan para pemuka agama setempat dalam program reformasi ekonomi, bantuan pendidikan, prakarsa hukum, dan tata pemerintahan. Pada tahun 2007, program-program Asia Foundation di Aceh memfokuskan perhatian pada pemberdayaan perempuan Aceh di berbagai lapisan masyarakat.

Because of these longstanding partnerships, the Foundation was able to respond quickly in the aftermath of the December 2004 tsunami, helping its partners to mobilize volunteers, deploy health workers, and conduct relief operations.

Designed and implemented by Muslim scholars and activists, this program has helped communities to understand women's rights within Islam. Program activities have been led by highly respected religious leaders and local institutions and have helped to foster a network of influential religious leaders, scholars, and advocates – both men and women – who are committed to advancing women's rights across the region.

This report presents the findings of the most comprehensive public opinion poll conducted in Afghanistan in the post-Taliban era. The survey was undertaken by The Asia Foundation [Project Direction and Editing by The Asia Foundation] in order to provide detailed, quantified information on the knowledge and attitudes of Afghan citizens regarding their country’s forthcoming first national elections, now scheduled for October 2004. The goal was to use the findings to provide the Foundation and other non-governmental organizations conducting voter education with information needed to more accurately plan their work for the election.
