Indonesia in 2007 is a stable country with a democratic and highly decentralized system of government. Building on the first free and fair elections in 1999, democratic consolidation has occurred through successive rounds of national elections in 2004 and hundreds of local elections since 2005. Moreover, freedom of the press has blossomed, reform of legal institutions has begun to take root, sectarian and separatist conflicts have subsided, and the restructuring of political institutions to make government more democratic and accountable continues. In 2007, Freedom House identified Indonesia as the only fully free and democratic country in Southeast Asia.

PEMILIHAN DAN GOOD GOVERNANCE DI INDONESIA
Indonesia pada tahun 2007 adalah sebuah negara yang stabil dengan suatu sistem pemerintahan yang demokratis dan sangat terdesentralisasi. Berdasar pada pemilihan umum pertama yang jujur dan adil pada tahun 1999, Indonesia sejak saat itu telah secara jelas melakukan konsolidasi demokrasinya, melalui serangkaian pemilihan umum nasional yang berurutan pada tahun 2004 dan ratusan pemilihan di tingkat daerah sejak tahun 2005. Lebih jauh lagi, kebebasan pers telah bersemi, reformasi institusi-institusi hukum telah mulai mengakar, konflik-konflik sektarian dan separatis telah mereda, dan restrukturasi institusi-institusi politik untuk menjadikan pemerintah lebih demokratis dan bertanggungjawab terus berjalan. Pada tahun 2007, Freedom House menyebut Indonesia sebagai satu-satunya negara yang sungguhsungguh bebas dan demokratis di Asia Tenggara dewasa ini.

study was conducted by Information Technology Professional Forum between April to September 2003. The Electronic Procurement System in general and in His Majesty's Government in particular analyzes the awareness, preparedness, and requirements of using information and communication technology in all public procurements of Nepal. The objectives are to (a) review the present legal framework for financial transactions to be carried out online, (b) build consensus for IT-based procurement systems, (c) develop an e-Procurement strategy for the growth of e-Governance and e-Commerce, and (d) draft a pilot project document to demonstrate the viability of e-Procurement in Nepal.

This program series allows both Asian ambassadors and select individuals in Washington to discuss and explore issues of mutual interest and change in the region.

Recognizing its role and potential for being a leader in addressing climate change, China has developed various policies and measures to address the issue. This paper presents a case study from The Asia Foundation-CEEPR project in an attempt to answer the following questions: What are the challenges to engage SMEs in the low carbon transition process in China, and what hurdles exist? What are the opportunities in the low carbon transition, and what incentives might be put in place to promote the transition?

Ethnic conflict in the Sri Lanka’s Eastern Province continues to threaten the stability and development both of that region and the entire country. As a result, the Asia Foundation, the Foundation for Co-existence, and others are involved in efforts to develop a framework for early a warning and response to potential conflicts in the east. A necessary step in this process is research that offers an accurate assessment of public attitudes concerning this situation, a better understanding of the initial signs of conflict, and ways that conflict can be prevented. The purpose of this survey, based on individual interviews, was to systematically gauge ordinary citizens’ perceptions of conflict in the East, and to move beyond reliance on the “usual (key informant) suspects.” A secondary aim was to identify pressing issues that could be explored through a follow-up quantitative survey designed to measure changes in public perceptions of, and attitudes towards, the level of human security in the East.

EXPERIENTIAL AND ENVIRONMENTAL EDUCATION GETS ROLLING IN KHENTII In late April the “Securing Our Future” (SOF) program team traveled to Khentii aimag to identify partner schools and communities for the Water Quality Monitoring (WQM) program. Five soums were selected, including: Norovlin, Dadal, Bayan-Adarga, Binder and Batshireet. Selection of these five sets the stage for the WQM program to rollout over the summer in Khentii, Khuvsgul, Bayankhongor and other aimags. This activity will engage secondary school faculty and students in experiential education that will improve their knowledge of ecology, biology and basic water chemistry.
