This survey on “Community-Oriented Policing” was conducted in Mongolia between March and April 2008. The report consists of two main parts: one is an analysis of questionnaires administered to law enforcement offi cials, and the other to community and civil society representatives; the second is a narrative report based on information gathered from interviews, participant observation and general observation that enhanced the questionnaire data. The latter part of the report is a summation of the analysis and provides discussion related to the nature of the relationship between the police and the community in survey sites.

The survey results provide a better understanding of public knowledge and expectations in relation to elections and democratic processes in Mongolia. The objectives of the survey is to: identify potential interventions that will enhance public participation and support free and fair elections; and help ensure that the outcome of elections are accepted as accurately representing the will of the Mongolian people.

The Asia Foundation hosted Mr. Tony Kwok, an international anti-corruption expert with over 30 years of experience at Hong Kong’s Independent Commission Against Corruption (ICAC). Kwok, who served as Deputy Commissioner of the ICAC, the Commission’s highest ranking civil service position, for six years before retiring in 2002, provided technical assistance to the newly-established Anti-Corruption Agency (ACA) from February 3-10. Over the course of the week, Mr. Kwok met intensively with ACA Head, Mr. Dangaasuren, his deputy, Mr. Sunduisuren, and the growing ACA staff.

A rapid transition to democracy and a market economy created huge demands on a bureaucracy that lacked the resources, checks and balances, and public and legislative oversight to prevent corruption. Corruption in Mongolia influences relations between the government, the private sector, and civil society, and transcends all political party lines. The Asia Foundation, in partnership with the U.S. Agency for International Development (USAID), developed a new initiative to reduce the incidence and scope of corruption, to strengthen institutional and public capacity to combat corruption, and to empower the public to demand transparency and accountability.

This survey is the sixth in a series, and provides time series data that identifies trends and patterns in citizen awareness, intolerance for corruption, and support for measures to combat corruption.
The purpose of the survey series is to better understand the scope and incidence of corruption at the household level in Mongolia. Findings and conclusions serve to benchmark changes in experience, attitudes and perceptions over an extended period of time, and thereby contribute to better-informed policy-making, and the refinement of interventions and activities that inform and engage citizens as active participants in the effort to combat corruption in Mongolia.

On March 27, a senior-ranking Mongolian Delegation arrived in Malaysia for four days of consultations and networking to combat corruption. With The Asia Foundation support, the delegation, led by Members of Parliament G. Zandanshatar and Dr. J. Batkhuyag and Deputy Prosecutor General Ch. Munkhbat met with representatives from 26 Asian countries. As a result of the intense four days of consultations, a formal institution-building relationship is being developed with the Anti- Corruption Agency of Malaysia, and bridges were built with Hong Kong’s Independent Commission Against Corruption (ICAC), Singapore’s Corrupt Practices Investigation Board (CPIB), the Asia Pacific Group (APG), the U.N. Office of Drugs and Crime (UNODC) and other institutions region-wide. The Asia Foundation is actively promoting Mongolia’s participation in this network, which is the basis for cooperation, communication, and mutual legal assistance that contributes to fighting corruption and transnational crime.

As the country emerges from decades of war, new ethno-religious dynamics are emerging which have implications for peace and coexistence between communities. Within this complex and evolving ethno-religious landscape, The Asia Foundation conducted the National Values in Sri Lanka Survey in late 2011 to gain a more grounded understanding of people's perceptions of religious beliefs and practices, influence of religious leaders, inter-religious relations, and tolerance for religious expression.

The survey was conducted by Merdeka Center for Opinion Research through telephone
interviews throughout Malaysia, including Sabah and Sarawak. A total of 2,518 respondents
provided completed feedback using a structured questionnaire. Each respondent is defined as a
youth aged 20 between 35 years old. The poll was conducted from 13th November to 9th
December 2008. Sampling for the respondents was structured along the national population
profile (specifically proportional to gender, ethnicity and state of residence).
The objectives of this survey were to get young adults in Malaysia to speak for themselves rather
than others who speak on their behalf on issues pertaining to their participation in community
activities and politics as well as their views towards lifestyle and values.
This is the third consecutive year Merdeka Center has been conducting the National Youth
Survey with the support of the Asia Foundation.

conducted a nationwide telephone survey of 1,508 randomly selected Malaysians
between 20 and 35 years old. Sampling for the respondents was structured along the
national population profile and is specifically proportional to gender, ethnicity and state
of residence. The objective of this survey was to ask young adults in Malaysia to speak
on issues pertaining to their participation in community activities and politics as well as
their views towards governance and democracy. Six focus groups with youths and
members of youth groups were also conducted in Kuala Lumpur, Penang, Kota Bharu,
Kota Kinabalu and Kuching.
