On June 4th President Enkhbayar opened the National Forum to Combat Corruption at the Government House, and proclaimed the government’s will to lead this effort. The event was attended by senior-ranking government officials and served evidence of governmental will to fight corruption and restore pride and integrity in the public and private sectors. “Fighting corruption begins at the top,” according to Mr. Tony Kwok, Honorary Advisor to the Anti-Corruption Agency, and an Asia Foundation advisor.

The Growing Challenge of Corruption in Afghanistan is one of a series of analytical papers on The Asia Foundation’s recently released public-opinion survey, Afghanistan in 2011: A Survey of the Afghan People. The series of essays provide detailed analysis of the survey data on the opinions and perceptions of Afghans toward government, public policy, democracy, and political and social change as interpreted by specialists who have in-depth knowledge of the region. The contributors comment on trends, patterns, and variations owing to Afghan geography, ethnicity, and other factors, and offer policy advice with a long-term view on the future of Afghanistan.

The Mapping of Legal Aid Services in Sri Lanka titled, "The Legal Aid Sector in Sri Lanka: Searching for Sustainable Solutions," was initiated by the United Nations Development Programme (UNDP) and the United Nations High Commission for Refugees (UNHCR) as part of an overall analysis of the legal aid sector in the country. The study was carried out by The Asia Foundation as part of its contribution to legal aid in Sri Lanka during a period spanning over a decade. The study looks at the formal legal aid service provision sector in Sri Lanka and attempts to identify gaps and
challenges aimed at recommending changes for a more comprehensive legal aid system that is accessible to all.

In order to understand how provinces are contributing to or preventing business growth, International Finance Corporation and The Asia Foundation have collaborated in developing the Provincial Business Environment Scorecard (PBES). PBES 2009 ranks all 24 provinces on the quality of their economic governance. The PBES, which was first conducted in 2006 in 10 Cambodian provinces, and in 2009 covers all 24 provinces, relies largely on the perceptions of business leaders to generate a scorecard that ranks provinces on measures of business environment quality.
