CITIZEN ENGAGEMENT PROVES EFFECTIVE IN PROMOTING RESPONSIBLE MINING Uguumur township in Toson Zaamar, the northwest corner of Tov province, hums with mining activity from dusk to dawn. Mining affects nearly everyone’s life in this township, given that 80 percent of the 8,300 hectares of the territory has been licensed for exploration or extraction. In this village of about 3,300 people, 18 companies mainly owned by Mongolian, Russian and Chinese interests, actively mine placer gold deposits. This includes five major operations along the banks of the Tuul River, which is a shared water source for mining, town residents, and herders who depend upon the Tuul for watering their livestock.

Indonesia's mass-based Muslim organizations are increasingly at the forefront of new policy reform efforts to reduce poverty and improve governance at the city, district and provincial levels. The Asia Foundation has supported these efforts in a concerted fashion through partnerships with Muhammadiyah, Nahdlatul Ulama, and highly skilled technical advocacy and governance reform NGOs. This program builds on existing networks of Indonesian mass-based Muslim organizations by bringing the influence and credibility of Islamic organizations together with the technical advocacy experience of economic reform groups.

The Asia Foundation is a leader in the fight against trafficking in persons in Asia, one of the most egregious human rights abuses in the region. In Vietnam, women and children are trafficked to China, Cambodia, Taiwan, and South Korea for sexual exploitation, forced marriages, labor in sweatshops, and/or domestic servitude; and the number of trafficking victims increases annually. Even when these victims manage to return to Vietnam, they face tremendous difficulty in reintegrating into their communities. Stigmatized by society and traumatized by their experience, they generally do not have the education and skills necessary for gainful employment. These women are at a high risk of being re-trafficked.

This research examines communitiesʼ experiences of two different decentralized development programs in Timor-Leste: the Programa Dezenvolvimentu Lokal (PDL), and the Pakote Dezenvolvimentu Desentrilizadu (PDD). Using these two programs as a lens for comparative analysis, the overall aim of this research is to identify and examine broader issues surrounding the implementation of decentralised development in Timorese communities, and to draw lessons for sustainable, community-level development in the future. This research also aims to make a substantive contribution to planning for the Planu Nasional Dezenvolvimentu Suku (PNDS), which will be introduced throughout Timorese communities from 2013.

Sometimes referred to as Sri Lankan Moors, they comprise 7 percent of the country's population. Their mother-tongue is Tamil but they are a distinct ethnic group with their own customs. The Asia Foundation has been working with the Ministry of Justice in Sri Lanka since the 1960s on a variety of programs designed to improve the administration of justice. The first Community Mediation Boards of Sri Lanka were established in 1990 as an alternative form of dispute resolution, providing accessible, timely, and affordable justice by settling disputes between individuals, families, and small groups. Since then, the Foundation has supported the Ministry of Justice (MoJ) with the objective of facilitating the voluntary settlement of minor disputes using interest-based mediation. The Community Mediation Boards project is the Foundation’s longest-running program of assistance in Sri Lanka.

In recent years, Nepal has attracted a lot of attention for its growing problem of trafficking in women and children. At present there is scarce information to support and inform efforts to both combat trafficking and reduce women’s and girl’s vulnerability to HIV/AIDS. To address this gap the Asia Foundation, Kathmandu and Horizons/Population Council, New Delhi undertook a field-based study to identify perceptions, knowledge and attitudes of community members about the roles and opportunities ascribed to women, the need and benefits of migration, the existence of trafficking and determinants of vulnerability to trafficking. At the same time this study also examines attitudes and practices related to reintegration of trafficked persons.
