In 1999, the Indonesian National Police separated from the military structure to become its own independent entity. The transformation to an accountable, civilian police force has been an essential part of Indonesia's transition to democracy. However, getting past its militaristic legacy and winning the trust of the general public is often still a challenge. For over four years, The Asia Foundation has supported the development of Community- Oriented Policing (COP) programs that assist police in their efforts to reform, improve services to citizens, and reduce crime.

PERPOLISIAN MASYARAKAT DI INDONESIA
Pada tahun 1999, Pemerintah paska Suharto mengambil keputusan penting dengan memisahkan Kepolisian Negara Indonesia dari struktur militer menjadi sebuah entitas yang mandiri. Transformasi kepolisian menuju lembaga yang lebih akuntabel dan profesional merupakan komitmen dan syarat mendasar dari proses demokratisasi Indonesia. Meski demikian, melepaskan diri dari kultur militeristik dan mendapatkan kepercayaan dari masyarakat masih merupakan tantangan yang tidak mudah bagi kepolisian. Dari beberapa inisiatif perubahan yang telah dilakukan, semenjak tahun 2001 The Asia Foundation bersama PUSHAM UII memilih untuk memperkenalkan perpolisian berbasis komunitas (COP) kepada masyarkat dan kepolisian sebagai langkah yang paling tepat dan demokratis dalam mereformasi kepolisian, memperbaiki kualitas pelayanan publik dan mengurangi angka kejahatan.

Over the past decade, community-based development (CBD) programs have become among the most common and widely-accepted methods for providing assistance to conflict-affected regions. These trends partly reflect an increased sensitivity to conflict dynamics and a commitment to extend the benefits of development to conflict-affected communities in order to help them rebuild infrastructure and improve livelihoods. In the Philippines, the government has adopted CBD as a core component of its strategy to address internal armed conflict, and nearly all of the major international development partners are implementing some form of CBD programming to support conflict-affected communities. Community-based development refers to a broad spectrum of development program approaches that channel the benefits of aid directly to the community level and often (though not all cases) prioritize participation and ownership by community members in program implementation. This study was undertaken to provide some clarity and guidance on CBD in conflict-affected areas.

The Asia Foundation’s conflict management and prevention program aims to reduce the effects of violence on development and to help prevent future violent conflict. Events of 2006 show that outbreaks of violence can destabilize economic and democratic development and slow progress. In response to these events, The Asia Foundation is addressing the crisis by linking critical governance vulnerabilities directly to the underlying causes and enabling factors of the violence. The Foundation is facilitating consultations with Timorese leaders to formulate practical recommendations for governance reform for policymakers that will help reduce the potential for violent conflict in the near- to mid-term.

Thailand's southernmost provinces of Pattani, Yala, Narathiwat, and the four Malay-speaking districts in Songkhla province have a combined population of about 2 million people, of whom more than 1.5 million are Malay Muslims. This distinctive ethnic-religious group has a history and identity that predates the imposition of centralized rule of the Thais in the early 20th century and was once part of the independent Sultanate of Patani. Thailand's nation-state constructs, along with its historical narrative and the centralized structure of the Thai state agencies, have at various times been both unable and unwilling to accommodate their unique Malay identity and historical narrative. Adding to their sense of alienation is the fact that the restive region, commonly referred to as the Deep South, is one of the most neglected regions in the country. This paper investigates the role of civil societies in Thailand's Deep South.

The Philippines suffers from endemic conflicts on many levels, some arising out of traditional cleav - ages and others from the complex responses of a society undergoing rapid change. Political insta - bility, intra-community conflicts over natural resources, and the conflicts in Mindanao in par- ticular, continue to undermine efforts to improve the country's economy and governance. The Asia Foundation aims to address conflicts through enhanced conflict resolution mechanisms; improved communication channels within affected commu- nities and between government and com munity groups; and policy-oriented substantive discussions with inputs from key stakeholders.
