Corruption is pervasive in Mongolia. A rapid transition to democracy and a market economy created huge demands on a bureaucracy that lacked the resources, checks and balances, and public and legislative oversight to prevent corruption. Corruption in Mongolia influences relations between the government, the private sector, and civil society, and transcends all political party lines. The Asia Foundation, in partnership with the U.S. Agency for International Development (USAID), developed a new initiative to reduce the incidence and scope of corruption, to strengthen institutional and public capacity to combat corruption, and to empower the public to demand transparency and accountability.

On March 27, a senior-ranking Mongolian Delegation arrived in Malaysia for four days of consultations and networking to combat corruption. With The Asia Foundation support, the delegation, led by Members of Parliament G. Zandanshatar and Dr. J. Batkhuyag and Deputy Prosecutor General Ch. Munkhbat met with representatives from 26 Asian countries. As a result of the intense four days of consultations, a formal institution-building relationship is being developed with the Anti- Corruption Agency of Malaysia, and bridges were built with Hong Kong’s Independent Commission Against Corruption (ICAC), Singapore’s Corrupt Practices Investigation Board (CPIB), the Asia Pacific Group (APG), the U.N. Office of Drugs and Crime (UNODC) and other institutions region-wide. The Asia Foundation is actively promoting Mongolia’s participation in this network, which is the basis for cooperation, communication, and mutual legal assistance that contributes to fighting corruption and transnational crime.

The Foundation is now developing an anti-trafficking benchmarking tool to identify the incidence of trafficking within, to, and from Mongolia. The first benchmarking study will be completed by August 2006.

In late 2004, with support from Give2Asia, a U.S. non-profit organization established by The Asia Foundation, Byatshandaa and the MWFA constructed a poultry-training center to complement and strengthen MWFA’s vegetable training center. Over the last year and a half, MWFA has trained more than 500 families in sustainable vegetable farming and poultry rearing. As a result, many families, like Doljin’s, have started their own small-scale chicken farming businesses, which can generate over $100-$180 dollars a year in extra income with as few as 10 chickens.

On March 10, 2006, The Asia Foundation signed an important agreement with the Children’s Book Palace that will provide space and help to distribute as many as 100,000 books nationwide over the next three years. The event was attended by Minister of Education, Culture and Sciences Enkhtuvshin, Deputy Secretary of MPRP, Idevkhten, U.S. Ambassador Pamela J.Slutz, and Todd Smith, Head of the Canada Fund. The Asia Foundation’s Books for Asia program received generous support from both the U.S. Embassy and from the Canada Fund, which put books in the hands of tens of thousands of students, scholars, and citizens nationwide.

This moving event gave librarians, some from remote rural areas, the opportunity to directly receive the donation on their communities’ behalf. “I want to thank The Asia Foundation for donating these books, which will be useful to a variety of people in our community and will enrich their knowledge of English and the U.S.” said Dulamsuren from Sukhbaatar Province in Mongolia. “I have been a librarian for 33 years and these are the first English-language books that our library has received, thank you!”

The Asia Foundation recently won an Asian Development Bank (ADB) grant of $333,000 for Indonesia, Pakistan, and the Marshall Islands to design and implement pilot projects to promote increased public participation in local budget planning through the establishment of citizens’ budget fora. The eight month project seeks to broaden understanding and debate of local budgets so that citizens are more engaged in formulation and oversight of budgets. Lessons learned in the different country contexts will be shared through a final conference and publication.

The Asia Foundation is a leader in the fight against trafficking in persons in Asia, one of the most egregious human rights abuses in the region. In Vietnam, women and children are trafficked to China, Cambodia, Taiwan, and South Korea for sexual exploitation, forced marriages, labor in sweatshops, and/or domestic servitude; and the number of trafficking victims increases annually. Even when these victims manage to return to Vietnam, they face tremendous difficulty in reintegrating into their communities. Stigmatized by society and traumatized by their experience, they generally do not have the education and skills necessary for gainful employment. These women are at a high risk of being re-trafficked.

It systematically reviews what the available information can—and cannot—tell us about the patterns, extent and consequences of trafficking in Cambodia (and in relation to its neighboring countries). This also involves a critical assessment of the major approaches, perspectives and debates that have guided the research; the ways in which the studies were conducted; and the extent to which specific research findings can be generalized to Cambodia as a whole, taking into account the limits of the targeted groups, sectors and locations.

The Asia Foundation wanted to identify where, why and how administrative-level corruption impacts households, and to explore the characteristics of corruption in Mongolia.

Pakistan’s economic and social challenges include rapid population growth, a fragile macroeconomic situation, governance problems, slow progress on poverty reduction, and gender disparities. All of these factors have contributed to poor health indicators for a large segment of Pakistan’s population, characterized by high maternal and child mortality and morbidity rates. The Asia Foundation promotes participatory, accountable, and transparent governance and strengthening the rule of law, and in Pakistan, this work extends to the health sector.
