The survey objective is to assess the demographic, social, economic and other patterns within 18 Ulaanbaatar districts, including 15 so-called “ger districts.” The findings will help in understanding the interests that motivate emigration from rural areas in order to inform and better guide urban planning and development. The survey sought to identify ger district dwellers’ perceptions of needs for basic infrastructure, vocational training and finance, and their willingness to pay for any improvements that might be introduced.

Everyday across Asia men, women, and children are deceived, lured across borders and exploited. Mongolia is not immune to this crime. Cases have been recorded, but the scope and number of Mongolian victims is unknown. A partnership between government, civil society organizations and law enforcement officials is forming to prevent and prosecute trafficking, and to protect victims. On April 26 and 27, The Asia Foundation and USAID’s regional trafficking advisor organized a seminar to strengthen the capacity of government, civil society and police to counter trafficking, and improve prevention, protection and prosecution under Mongolian and international law.

Across Asia, there is a growing commitment to
democratic principles of governance and citizen
participation. However, in many Asian countries,
women still face serious cultural, social, and legal
barriers that constrain their full participation in
democratic processes. The Asia Foundation works
with local partners across the Asia-Pacific region
to increase the number of women voting; improve
the quality of women’s votes; encourage that elections
are free and fair and ensure that women’s
votes are counted; and help women to enter politics
and become candidates and leaders themselves.

On November 3, 2006, The Asia Foundation hosted a breakfast roundtable for 9 non-governmental organizations on the new Anti-Corruption Law which came into force two days earlier. For two hours, participants, including leading civil society representatives, academics and donors explored the strengths and weaknesses of the new law, and the challenge that lies ahead with regard to implementation. The purpose of the roundtable was to establish a common framework for future civil society engagement in the ongoing process of legal reform, and to ensure implementation of this important law through coordinated oversight and monitoring. The Vietnam Provincial Competitiveness Index (PCI) was developed by the Vietnam Chamber of Commerce and Industry (VCCI) and USAIDfunded Vietnam Competitiveness Initiative (VNCI) in 2005, to assess and rank 42 provincial governments by their regulatory environments for private sector development, while controlling for differences in their initial endowments. The index attracted considerable attention from various stakeholders, including the business community, media, donor community, and the provinces themselves. Most impressive has been the positive actions undertaken by a number of provincial authorities to use the PCI to better identify and understand the problems confronting the private sector, and to improve their treatment of such businesses.
