The Asia Foundation’s conflict management and prevention program aims to reduce the effects of violence on development and to help prevent future violent conflict. Events of 2006 show that outbreaks of violence can destabilize economic and democratic development and slow progress. In response to these events, The Asia Foundation is addressing the crisis by linking critical governance vulnerabilities directly to the underlying causes and enabling factors of the violence. The Foundation is facilitating consultations with Timorese leaders to formulate practical recommendations for governance reform for policymakers that will help reduce the potential for violent conflict in the near- to mid-term.

Building on a decade of support for development in East Timor, The Asia Foundation launched a major law reform program in 2002 to respond to the needs of the newly independent nation. The Asia Foundation supports the legal development efforts of government and civil society to strengthen the justice system at the national and local levels. The East Timor program strengthens the accountability and transparency of the judicial system, assists in the development of effective and accessible legal aid services and alternative dispute resolution, and strengthens women’s access to justice.

The Asia Foundation is a leader in the fight against trafficking in persons in Asia, one of the most egregious human rights abuses in the region. In Vietnam, women and children are trafficked to China, Cambodia, Taiwan, and South Korea for sexual exploitation, forced marriages, labor in sweatshops, and/or domestic servitude; and the number of trafficking victims increases annually. Even when these victims manage to return to Vietnam, they face tremendous difficulty in reintegrating into their communities. Stigmatized by society and traumatized by their experience, they generally do not have the education and skills necessary for gainful employment. These women are at a high risk of being re-trafficked.

With the advent of the policy of renovation (doi moi) in 1986, Vietnam has been able to achieve a consistently high level of GDP growth in the past decade (8.4 percent in 2005) and effectively address the problem of poverty. Much of this explosive economic growth is a direct result of the government’s practical economic reforms to encourage private sector growth. Since the implementation of the Enterprise Law in 2000, Vietnam has registered more than 120,000 formal private companies, six times the number registered in the nine years before the law’s enactment. Yet, the benefits of Vietnam’s rapid economic growth have not been spread evenly across the country.

Organisasi massa Islam di Indonesia saat ini sedang mengembangkan upaya ke depan dalam memperbarui reformasi kebijakan untuk penanggulangan kemiskinan dan peingkatan tata pemerintahan di tingkat kota/kabupaten dan propinsi. Asia Foundation mendukung upaya tersebut dalam bentuk yang nyata melalui kemitraan antara organisasi massa Islam seperti Muhammadiyah, Nahdlatul Ulama (NU) dan LSM yang memiliki ketrampilan teknis dalam advokasi dan reformasi tata pemerin- tahan. Program ini dibangun melalui jaringan yang sudah ada dengan organisasi massa Islam di Indonesia melalui penggu-naan pengaruh dan kredibilitasnya bersama dengan kelompok pembaharu ekonomi yang berpengalaman dalam melakukan advokasi.

Transisi dramatis ini, meskipun positif dari sudut pandang demokrasi, telah diwarnai dengan persoalan-persoalan administratif dan insentif kebijakan yang tidak pada tempatnya. Proses pembuatan regulasi di daerah ditandai dengan lemahnya analisis, belum adanya mekanisme review yang efektif, dan terbatasnya partisipasi publik. The Philippines suffers from endemic conflicts on many levels, some arising out of traditional cleav - ages and others from the complex responses of a society undergoing rapid change. Political insta - bility, intra-community conflicts over natural resources, and the conflicts in Mindanao in par- ticular, continue to undermine efforts to improve the country's economy and governance. The Asia Foundation aims to address conflicts through enhanced conflict resolution mechanisms; improved communication channels within affected commu- nities and between government and com munity groups; and policy-oriented substantive discussions with inputs from key stakeholders.
