This report presents the findings of the most comprehensive public opinion poll conducted in Afghanistan in the post-Taliban era. The survey was undertaken by The Asia Foundation [Project Direction and Editing by The Asia Foundation] in order to provide detailed, quantified information on the knowledge and attitudes of Afghan citizens regarding their country’s forthcoming first national elections, now scheduled for October 2004. The goal was to use the findings to provide the Foundation and other non-governmental organizations conducting voter education with information needed to more accurately plan their work for the election. The Asia Foundation has engaged in a wide range of programs to help Afghan women and girls expand their opportunities and strengthen their rights. These initiatives provide women and girls with the skills, tools, awareness, and knowledge they need to improve their lives. The Foundation has ensured the active participation of women in Afghanistan’s political process through education and technical support to the Afghan elections process. These initiatives began in 2002 when the Foundation re-established its office in Kabul, and built upon the Foundation’s history of working with Afghan educational institutions for women since 1954.

In this context, and with support from USAID, The Asia Foundation (TAF) undertook this assessment in order to develop a broad understanding of the context, issues, and opportunities surrounding development of sub-national governance in Afghanistan. The objectives of this assessment are as follows: 1) To review the current context of sub-national governance in Afghanistan; 2) To identify challenges to SNG as well as opportunities for further reform; and 3) To present a set of strategic recommendations that could be addressed by USAID and TAF, as well as the donor community in Afghanistan and national government.
