Since it reopened its office in Afghanistan in 2002, The Asia Foundation has established strong links with the formal education system, and also supports civil society organizations to provide remedial, vocational, and other non-formal education and training for women and girls. The Foundation works both to increase girls' access to education as well as to improve the quality of education offered. During the years of conflict, the Foundation supported education for Afghan girls and women living in refugee camps in Pakistan. During the Taliban years, when girls were banned from school, the Foundation supported PARSA, a local Kabul-based organization that ran home schools for girls.

The Asia Foundation has engaged in a wide range of programs to help Afghan women and
girls expand their opportunities and strengthen their rights. These initiatives provide women
and girls with the skills, tools, awareness, and knowledge they need to improve their lives. The
Foundation has ensured the active participation of women in Afghanistan’s political process
through education and technical support to the Afghan elections process. These initiatives began in 2002 when the Foundation re-established its office in Kabul, and built upon the Foundation’s history of working with Afghan educational institutions for women since 1954.

Justice and State-Building in Afghanistan: State vs. Society vs. Taliban is one of a series of analytical papers on The Asia Foundation’s recently released public-opinion survey, Afghanistan in 2011: A Survey of the Afghan People. The series of essays provide detailed analysis of the survey data on the opinions and perceptions of Afghans toward government, public policy, democracy, and political and social change as interpreted by specialists who have in-depth knowledge of the region. The contributors comment on trends, patterns, and variations owing to Afghan geography, ethnicity, and other factors, and offer policy advice with a long-term view on the future of Afghanistan.
