Justice and State-Building in Afghanistan: State vs. Society vs. Taliban is one of a series of analytical papers on The Asia Foundation’s recently released public-opinion survey, Afghanistan in 2011: A Survey of the Afghan People. The series of essays provide detailed analysis of the survey data on the opinions and perceptions of Afghans toward government, public policy, democracy, and political and social change as interpreted by specialists who have in-depth knowledge of the region. The contributors comment on trends, patterns, and variations owing to Afghan geography, ethnicity, and other factors, and offer policy advice with a long-term view on the future of Afghanistan.

The Asia Foundation released findings from its most recent public opinion poll in Afghanistan, which covers the largest population sample ever surveyed at one time in all 34 of Afghanistan’s provinces. “Afghanistan in 2007: A Survey of the Afghan People”  follows polls conducted by the Foundation in 2004 and 2006.  Collectively, the three surveys establish an accurate and long-term barometer of public opinion across Afghanistan to help assess the direction in which the country is moving in the post-Taliban era. This report presents the findings of the most comprehensive public opinion poll conducted in Afghanistan in the post-Taliban era. The survey was undertaken by The Asia Foundation [Project Direction and Editing by The Asia Foundation] in order to provide detailed, quantified information on the knowledge and attitudes of Afghan citizens regarding their country’s forthcoming first national elections, now scheduled for October 2004. The goal was to use the findings to provide the Foundation and other non-governmental organizations conducting voter education with information needed to more accurately plan their work for the election.
