Mongolia: Trends in Corruption Attitudes

The Asia Foundation and Sant Maral/TI collected data for the second of six semi-annual benchmarking surveys in September 2006. This survey was conducted in an effort to better understand the scope and incidence of corruption at the household level in Mongolia. The first survey was conducted in March and established the baseline against which this and future surveys will evaluate the changes in public attitudes toward corruption, the incidence of corruption at the household level, and government progress in implementing reforms that will combat corruption in Mongolia.

The Asia Foundation and Sant Maral/TI collected data for the second of six semi-annual benchmarking surveys in September 2006. This survey was conducted in an effort to better understand the scope and incidence of corruption at the household level in Mongolia. The first survey was conducted in March and established the baseline against which this and future surveys will evaluate the changes in public attitudes toward corruption, the incidence of corruption at the household level, and government progress in implementing reforms that will combat corruption in Mongolia.

The three-year Dutch-funded effort is entitled: “Securing our Future: Mongolia Natural Capital Conservation and Environmental Protection Program.” The program comprises elements that will build a strong partnership between public, private and NGO sector representatives in an effort to promote a common framework of understanding and knowledge that will yield constructive dialogue leading to responsible mining that protects environmental and human health.

On November 3, 2006, The Asia Foundation hosted a breakfast roundtable for 9 non-governmental organizations on the new Anti-Corruption Law which came into force two days earlier. For two hours, participants, including leading civil society representatives, academics and donors explored the strengths and weaknesses of the new law, and the challenge that lies ahead with regard to implementation. The purpose of the roundtable was to establish a common framework for future civil society engagement in the ongoing process of legal reform, and to ensure implementation of this important law through coordinated oversight and monitoring. This report entitled "Human Trafficking in Mongolia: Risks, Vulnerability and Trauma" presents the results of a survey conducted by the Mongolian Gender Equality Center (GEC) with financial and technical support from The Asia Foundation, and which was made possible by a grant from the United States Department of State. The nationwide survey assessed the scope and incidence of human trafficking within, through, and from Mongolia. The survey was conducted from June - August 2006 in provincial centers and eleven corresponding villages across the country. In addition, the survey examined eight Ulaanbaatar districts, and three of the main border points: Bulgan village in Khovd, Khavirga village in Dornod, and Zamiin-Uud village in Dornogobi.

Everyday across Asia men, women, and children are deceived, lured across borders and exploited. Mongolia is not immune to this crime. Cases have been recorded, but the scope and number of Mongolian victims is unknown. A partnership between government, civil society organizations and law enforcement officials is forming to prevent and prosecute trafficking, and to protect victims. On April 26 and 27, The Asia Foundation and USAID’s regional trafficking advisor organized a seminar to strengthen the capacity of government, civil society and police to counter trafficking, and improve prevention, protection and prosecution under Mongolian and international law.

The Asia Foundation collected data for the first of six semi-annual benchmarking surveys in late March 2006. This survey was undertaken in an effort to better understand the scope and incidence of corruption at the household level in Mongolia. It is intended to provide objective insights and correct misperceptions that will shape future programming. The Asia Foundation wanted to identify where, why and how administrative-level corruption impacts households, and to explore the characteristics of corruption in Mongolia.
