Everyday across Asia men, women, and children are deceived, lured across borders and exploited. Mongolia is not immune to this crime. Cases have been recorded, but the scope and number of Mongolian victims is unknown. A partnership between government, civil society organizations and law enforcement officials is forming to prevent and prosecute trafficking, and to protect victims. On April 26 and 27, The Asia Foundation and USAID’s regional trafficking advisor organized a seminar to strengthen the capacity of government, civil society and police to counter trafficking, and improve prevention, protection and prosecution under Mongolian and international law.

Cases have been recorded, but the scope and number of Mongolian victims is unknown. Corruption is pervasive in Mongolia. A rapid transition to democracy and a market economy created huge demands on a bureaucracy that lacked the resources, checks and balances, and public and legislative oversight to prevent corruption. Corruption in Mongolia influences relations between the government, the private sector, and civil society, and transcends all political party lines. The Asia Foundation, in partnership with the U.S. Agency for International Development (USAID), developed a new initiative to reduce the incidence and scope of corruption, to strengthen institutional and public capacity to combat corruption, and to empower the public to demand transparency and accountability.

On March 27, a senior-ranking Mongolian Delegation arrived in Malaysia for four days of consultations and networking to combat corruption. With The Asia Foundation support, the delegation, led by Members of Parliament G. Zandanshatar and Dr. J. Batkhuyag and Deputy Prosecutor General Ch. Munkhbat met with representatives from 26 Asian countries. As a result of the intense four days of consultations, a formal institution-building relationship is being developed with the Anti- Corruption Agency of Malaysia, and bridges were built with Hong Kong’s Independent Commission Against Corruption (ICAC), Singapore’s Corrupt Practices Investigation Board (CPIB), the Asia Pacific Group (APG), the U.N. Office of Drugs and Crime (UNODC) and other institutions region-wide. The Asia Foundation is actively promoting Mongolia’s participation in this network, which is the basis for cooperation, communication, and mutual legal assistance that contributes to fighting corruption and transnational crime.

On March 27, a senior-ranking Mongolian Delegation arrived in Malaysia for four days of consultations and networking to combat corruption. With The Asia Foundation support, the delegation, led by Members of Parliament G. Zandanshatar and Dr. J. Batkhuyag and Deputy Prosecutor General Ch. The event was attended by Minister of Education, Culture and Sciences Enkhtuvshin, Deputy Secretary of MPRP, Idevkhten, U.S. Ambassador Pamela J.Slutz, and Todd Smith, Head of the Canada Fund. The Asia Foundation’s Books for Asia program received generous support from both the U.S. Embassy and from the Canada Fund, which put books in the hands of tens of thousands of students, scholars, and citizens nationwide.

As Mongolia moves into a new phase of its development, driven predominantly by rapid economic growth in the extractive industries, it faces a number of significant challenges. Rapid rates of urbanization are leading to an increasingly overwhelming concentration of the population in urban centers, especially Ulaanbaatar.  As a result of this rapid population growth, more than half the area of Ulaanbaatar today consists of unplanned settlements called ger districts, which house more than half of the city's residents and nearly 25 percent of Mongolia's total population. The Asia Foundation has been working to support improvements in the ger districts for a number of years.

Mongolia is experiencing unprecedented growth and change, fueled by revenues from mining. Although the country's transition to democracy has been relatively smooth, citizen satisfaction is low. The concentration of economic opportunity in the capital, Ulaanbaatar, has created a huge urban migration, with nearly 50 percent of Mongolians now living in the capital. Meeting the needs of recent arrivals in Ulaanbaatar and creating economic opportunities in other regional cities will be important if Mongolia is to deliver sustainable, broad-based improvements in the welfare of its population. The government of Mongolia is committed to fostering more responsive and capable local governments to improve citizen satisfaction, recognizing that decentralization often contributes to better development outcomes. Policymakers, led by the office of the president, are therefore pursuing an ambitious agenda to revive Mongolia's decentralization process.
