ASEAN is beginning to address these issues, with the adoption of a Master Plan on ASEAN Connectivity. Among its flagship projects is a regional "roll-on, roll-off" nautical transportation network, patterned after the innovative system pioneered in the Philippines with support from The Asia Foundation.

local and regional business environments, The Asia Foundation has
developed a program of Public- Private Dialogues, focused on the
subnational level. Local Public-Private Dialogues (LPPDs) bring together
local authorities, civil servants, and the private sector to discuss
local impediments to business. LPPDs help local stakeholders eliminate
obstacles to economic development, by providing a forum for consultation
and cooperation, and fostering mutual trust and understanding.

Probability methods of public opinion research enable citizen preferences to inform policy deliberations and indirectly provides the average citizen a voice in policy debates that might otherwise be dominated by political elites and the media.

The 2011 National Comparative Survey on Good Local Governance is a follow-up on the 2009 National Survey on Good Local Governance done by Social Weather Stations. The objective is to obtain a broader set of data to set the agenda for local government reforms. The study features a 63-item focusing on citizen perception of the quality of local government services, trust rating of local officials and institutions, public-private partnerships, citizen participation, citizen perception of corruption in local governments, the Full Disclosure Policy, Citizen's Charter, and citizen perception of the Department of the Interior and Local Government. The survey covers a nationwide (except National Capital Region) sample of 1,200 household head-respondents plus an over sample of 300 household head-respondents in Autonomous Region of Muslim Mindanao (ARMM).
