Books for Asia is a program of The Asia Foundation that regularly distributes books and other reading materials for all educational levels in over 15 countries. Since it was first started in September 1954, Books for Asia has distributed more than 41 million books and journals to more than 50,000 academic and non-academic institutions throughout Asia. In the Philippines alone, the Books for Asia Program has distributed over 13 million books and journals to public and private institutions across the country, as a contribution to national development, international understanding, and English-language literacy.

Mindanao, in the southern Philippines, is home to the country's largest concentration of Muslims. The region suffers from poor infrastructure, poverty, and violence that has claimed more than 120,000 lives in the last four decades. The violence and rebellion derive from internal Christian migrations to the region, sectarian clashes, war against Muslim/Islam separatist insurgents, clan feuds, and unfulfilled hopes of peace and economic prosperity.

The Philippines suffers from endemic conflicts on many levels, some arising out of traditional cleav - ages and others from the complex responses of a society undergoing rapid change. Political insta - bility, intra-community conflicts over natural resources, and the conflicts in Mindanao in par- ticular, continue to undermine efforts to improve the country's economy and governance. The Asia Foundation aims to address conflicts through enhanced conflict resolution mechanisms; improved communication channels within affected commu- nities and between government and com munity groups; and policy-oriented substantive discussions with inputs from key stakeholders.

The strategy has proved to be particularly successful in the Philippines due to the availability of high-quality researchers spread across the country. Probability methods of public opinion research enable citizen preferences to inform policy deliberations and indirectly provides the average citizen a voice in policy debates that might otherwise be dominated by political elites and the media.

This project by the Center for Research and Communication, supported by The Asia Foundation, evaluates the Roll-on/Roll-off (RO-RO) Transport Policy developed to reduce the high cost of transporting goods from Mindanao to Manila. The RO-RO policy's goal is to establish an integrated national highway system consisting of both road and nautical networks. The system would promote and facilitate seamless movement of people and goods from Mindanao to Luzon through the Visayas and has already delivered benefits, including reduced transport cost, increased regional trade, enhanced tourism and agricultural productivity, growth in investments, and development in the countryside as well as poverty reduction.

The Asia Foundation commissioned a study in August 2010 to examine the dynamics of gender and conflict in Mindanao. Leslie Dwyer and Rufa Guiam conducted field-based research and a literature review to identify challenges and opportunities for women and men in community and national peacebuilding. Their report argues that programming is more effective when comprehensive gender analysis is utilized, and that such an approach can be transformative in societies trying to emerge from conflict.

Over the past decade, community-­based development (CBD) programs have become among the most common and widely-­accepted methods for providing assistance to conflict-­affected regions. These trends partly reflect an increased sensitivity to conflict dynamics and a commitment to extend the benefits of development to conflict-­affected communities in order to help them rebuild infrastructure and improve livelihoods. In the Philippines, the government has adopted CBD as a core component of its strategy to address internal armed conflict, and nearly all of the major international development partners are implementing some form of CBD programming to support conflict-­affected communities. Community-­based development refers to a broad spectrum of development program approaches that channel the benefits of aid directly to the community level and often (though not all cases) prioritize participation and ownership by community members in program implementation. This study was undertaken to provide some clarity and guidance on CBD in conflict-­affected areas.

The 2011 National Comparative Survey on Good Local Governance is a follow-up on the 2009 National Survey on Good Local Governance done by Social Weather Stations. The objective is to obtain a broader set of data to set the agenda for local government reforms. The study features a 63-item focusing on citizen perception of the quality of local government services, trust rating of local officials and institutions, public-private partnerships, citizen participation, citizen perception of corruption in local governments, the Full Disclosure Policy, Citizen's Charter, and citizen perception of the Department of the Interior and Local Government. The survey covers a nationwide (except National Capital Region) sample of 1,200 household head-respondents plus an over sample of 300 household head-respondents in Autonomous Region of Muslim Mindanao (ARMM).
