The Ministry of Labor, Invalids and Social Affairs (MOLISA) has been working with The Asia Foundation to develop a set of National Minimum Standards on Victim Support as well as a Manual for Social Workers and Staff Providing Services for Victims of Human Trafficking. This documents has been developed with the following objectives:

i) To provide the best services and support for returnees to reintegrate into the community,

ii) to ensure that minimum standards of service provision are met;

iii) to provide information, knowledge, and basic skills for social workers and staff who support victims.

With the advent of the policy of renovation (doi moi) in 1986, Vietnam has been able to achieve a consistently high level of GDP growth in the past decade (8.4 percent in 2005) and effectively address the problem of poverty. Much of this explosive economic growth is a direct result of the government’s practical economic reforms to encourage private sector growth. Since the implementation of the Enterprise Law in 2000, Vietnam has registered more than 120,000 formal private companies, six times the number registered in the nine years before the law’s enactment. Yet, the benefits of Vietnam’s rapid economic growth have not been spread evenly across the country.

This report is part of a broader research and publication project on U.S.-Vietnam relations being conducted by The Asia Foundation in cooperation with Vietnam’s Institute for International Relations (IIR), with funding support from the Henry Luce Foundation. This report is part of a larger research and education project on U.S.-Vietnam relations being conducted by The Asia Foundation in collaboration with Vietnam’s Institute for International Relations (IIR). The project’s basic purpose is to examine various dimensions of the Vietnamese-American bilateral relationship, especially in the context of economic normalization between the two countries and a changing international environment in the Asia-Pacific region.

This report summarizes the discussion and conclusions of a U.S.-Vietnam dialogue held in Washington, D.C. in December 2004. Vietnamese and American representatives from the executive, legislative, business, non-governmental and academic sectors participated in the conference. Its objective was to assess the bilateral relationship at the 10-year mark after normalization, and to offer recommendations to improve relations. The meeting was the final activity in a research and education project on U.S.-Vietnam relations conducted
by The Asia Foundation in collaboration with Vietnam’s Institute for International Relations (IIR). The project’s ultimate goal is to promote a deeper understanding among Americans and Vietnamese on domestic and international factors that affect bilateral relations, encouraging more informed policymaking in the two countries.
