Sejak tahun 1970-an, bermitra dengan lembaga-lembaga di Aceh, Asia Foundation mendukung inisiatif pengembangan masyarakat, peningkatan kualitas pendidikan dan ekonomi. Bertumpu pada kemitraan yang telah lama berlangsung tersebut, Asia Foundation menanggapi dengan cepat situasi di Aceh paska tsunami Desember 2004; mendukung mitra memobilisasi sukarelawan, tenaga-tenaga kesehatan dan bantuan mendesak lainnya. Sejak awal, strategi Asia Foundation mengedepankan pendekatan yang bersifat jangka panjang dan kolaboratif; antara lain bekerjasama dengan berbagai universitas, lembaga pemerintah, kelompok perempuan, organisasi masyarakat sipil, dan para pemuka agama setempat dalam program reformasi ekonomi, bantuan pendidikan, prakarsa hukum, dan tata pemerintahan. Pada tahun 2007, program-program Asia Foundation di Aceh memfokuskan perhatian pada pemberdayaan perempuan Aceh di berbagai lapisan masyarakat.

The Asia Foundation's Books for Asia program envisions a world where every child has access to books that inspire them to develop to their full potential and where every community leader has access to up-todate information to inform his or her decisions. An educated population is a powerful tool to combat poverty and disease, and to promote stability. In Indonesia alone, Books for Asia has distributed over 2.3 million English-language books and journals to Indonesian schools, higher education institutions, ministries and commissions, and professional and civic organizations since 1955.

Since 1999, The Asia Foundation has supported initiatives to simplify business licensing at the local level.Initially, programs supported local governments to establish agencies that integrated the "front office" receipt of licensing applications, but kept "back office" processing of permits decentralized across various other agencies. While this resulted in some improvements, the impact of these "One- Roof One-Stop Shop" (OSS) licensing reforms remained limited. The Foundation supports reforms that have resulted in "One-Door" OSS, in which both front office and back office authorities are united in a single location.

Indonesia's mass-based Muslim organizations are increasingly at the forefront of new policy reform efforts to reduce poverty and improve governance at the city, district and provincial levels. The Asia Foundation has supported these efforts in a concerted fashion through partnerships with Muhammadiyah, Nahdlatul Ulama, and highly skilled technical advocacy and governance reform NGOs. This program builds on existing networks of Indonesian mass-based Muslim organizations by bringing the influence and credibility of Islamic organizations together with the technical advocacy experience of economic reform groups.

Asia Foundation mendukung upaya tersebut dalam bentuk yang nyata melalui kemitraan antara organisasi massa Islam seperti Muhammadiyah, Nahdlatul Ulama (NU) dan LSM yang memiliki ketrampilan teknis dalam advokasi dan reformasi tata pemerin- tahan. Program ini dibangun melalui jaringan yang sudah ada dengan organisasi massa Islam di Indonesia melalui penggu-naan pengaruh dan kredibilitasnya bersama dengan kelompok pembaharu ekonomi yang berpengalaman dalam melakukan advokasi.

In 1999, the Indonesian National Police separated from the military structure to become its own independent entity. The transformation to an accountable, civilian police force has been an essential part of Indonesia's transition to democracy. However, getting past its militaristic legacy and winning the trust of the general public is often still a challenge. For over four years, The Asia Foundation has supported the development of Community- Oriented Policing (COP) programs that assist police in their efforts to reform, improve services to citizens, and reduce crime.

PERPOLISIAN MASYARAKAT DI INDONESIA
Pada tahun 1999, Pemerintah paska Suharto mengambil keputusan penting dengan memisahkan Kepolisian Negara Indonesia dari struktur militer menjadi sebuah entitas yang mandiri. Transformasi kepolisian menuju lembaga yang lebih akuntabel dan profesional merupakan komitmen dan syarat mendasar dari proses demokratisasi Indonesia. Meski demikian, melepaskan diri dari kultur militeristik dan mendapatkan kepercayaan dari masyarakat masih merupakan tantangan yang tidak mudah bagi kepolisian. Dari beberapa inisiatif perubahan yang telah dilakukan, semenjak tahun 2001 The Asia Foundation bersama PUSHAM UII memilih untuk memperkenalkan perpolisian berbasis komunitas (COP) kepada masyarkat dan kepolisian sebagai langkah yang paling tepat dan demokratis dalam mereformasi kepolisian, memperbaiki kualitas pelayanan publik dan mengurangi angka kejahatan.

This report presents the findings of The Asia Foundation’s third national survey of the ndonesian electorate. The aim of the research was to assess voter knowledge and opinion, and to identify key issues and challenges facing election administrators and assistance providers in advance of the 2004 National Elections. The survey was conducted between June 25 and August 10, 2003, in 32 of Indonesia’s 33 provinces, and consisted of a random, nationally representative sample of 1,056 in-person interviews, plus an over-sample of 230 people to allow some regional analysis. The survey was funded with generous support from the U.S. Agency for International Development.

Indonesia in 2007 is a stable country with a democratic and highly decentralized system of government. Building on the first free and fair elections in 1999, democratic consolidation has occurred through successive rounds of national elections in 2004 and hundreds of local elections since 2005. Moreover, freedom of the press has blossomed, reform of legal institutions has begun to take root, sectarian and separatist conflicts have subsided, and the restructuring of political institutions to make government more democratic and accountable continues. In 2007, Freedom House identified Indonesia as the only fully free and democratic country in Southeast Asia.

Indonesia pada tahun 2007 adalah sebuah negara yang stabil dengan suatu sistem pemerintahan yang demokratis dan sangat terdesentralisasi. Berdasar pada pemilihan umum pertama yang jujur dan adil pada tahun 1999, Indonesia sejak saat itu telah secara jelas melakukan konsolidasi demokrasinya, melalui serangkaian pemilihan umum nasional yang berurutan pada tahun 2004 dan ratusan pemilihan di tingkat daerah sejak tahun 2005. Lebih jauh lagi, kebebasan pers telah bersemi, reformasi institusi-institusi hukum telah mulai mengakar, konflik-konflik sektarian dan separatis telah mereda, dan restrukturasi institusi-institusi politik untuk menjadikan pemerintah lebih demokratis dan bertanggungjawab terus berjalan. Pada tahun 2007, Freedom House menyebut Indonesia sebagai satu-satunya negara yang sungguhsungguh bebas dan demokratis di Asia Tenggara dewasa ini.
