Following the completion of the latest stage of this unprecedented longitudinal examination of decentralization, the Foundation and our partners have been able to diagnose problems with precision and, more important, put forward nuanced remedies that are applicable to the highly varied conditions across this enormously complex country.

Findings of the fifth Indonesia Rapid Decentralization Appraisal (IRDA) conducted between January 2004 and July 2004. The purpose of IRDA has been to monitor and assess Indonesia's ambitious program of decentralization of fiscal and political responsibilities. IRDA provides a snapshot of the pace and progress of decentralization from the perspective of local stakeholders, and brings their views to the attention of policy makers at all levels of government.

Over the decades the Foundation has worked closely with small cooperatives and businesses to broaden their opportunities and growth potential. Small and medium enterprises (SMEs) employ nearly 79% of the workforce and contribute 56% of the GDP. After the Asian financial crisis, the Foundation further strengthened its economic assistance to this vital sector, initiating projects for faster business permitting, analytical tools to improve government regulation, private sector forums and surveys to measure local investment climates. Through a variety of such advocacy programs the Foundation has helped to create more efficient local economies and eliminate local regulations that stifle business.

This year's Indonesia Local Economic Governance Survey provides a fascinating look into the dynamics of local governance and business development in Indonesia nearly a decade after regional autonomy. More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. This is the sixth survey of a research program begun in 2001 by KPPOD, with support from the Asia Foundation. Each year the scope has expanded, beginning with 90 districts (2001), then 134 districts (2002), 200 districts (2003), 214 districts (2004), 228 districts (2005) and finally 243 districts this year.

This report presents the findings of the first national survey of the information needs of voters in Indonesia. The fifth annual study of “Investment Competitiveness of Regencies/Cities in Indonesia” implemented by KPPOD (Regional Autonomy Watch). Since the first socialization of the 2001 study results, public response toward the rank has been extensive. Building on 35 years of collaboration with Muslim organizations in Indonesia, The Asia Foundation currently supports Islamic civil society organizations in their efforts to strengthen democratic institutions, improve local governance, and reduce poverty in Indonesia. These organizations have long formed the vital core of Indonesia's civil society and continue to play a leading role in democratic reform and improving social conditions. They include groups belonging to the mass-based organizations Nahdlatul Ulama (NU) and Muhammadiyah which together claim over 60 million members, with networks that span the country from the national down to the district and village levels. Commanding legitimacy and influence in both state and society in Indonesia, Islamic organizations are a natural partner in Indonesia's development.
