The processes of development are fundamentally shaped by powerful political, economic, and security actors in aid-recipient countries. These actors use their influence to shape formal governance institutions, policies, and the distribution of development assistance to advance their interests. The political settlements framework is an important new approach that may help international development organizations to better understand and respond to this reality and the challenges to developmental progress that is often affected by political dynamics in developing countries. This paper seeks to translate the concepts underlying political settlements into principles, strategies, and guidelines for practical action by donors and other development assistance organizations.

The Asia Foundation recently won an Asian Development Bank (ADB) grant of $333,000 for Indonesia, Pakistan, and the Marshall Islands to design and implement pilot projects to promote increased public participation in local budget planning through the establishment of citizens’ budget fora. The eight month project seeks to broaden understanding and debate of local budgets so that citizens are more engaged in formulation and oversight of budgets. Lessons learned in the different country contexts will be shared through a final conference and publication.

The Foundation helps to build incentives for good economic policy by enhancing the capacity of non-government actors to participate in policy formulation. For example, the Foundation has helped to create 39 local business associations (Forda) and has strengthened the dialogue between the private sector and local policymakers by building Forda advocacy skills. The Foundation also helps to build incentives for better local economic governance through its support for an economic governance index developed with Regional Autonomy Watch (KPPOD).

Prakarsa Reformasi Ekonomi ini dilaksanakan Asia Foundation memanfaatkan jaringannya yang luas dengan lembaga-lembaga pemerintah dan mitra organisasi lokal yang bergerak di bidang studi, advokasi, dan kebijakan. Kegiatan-kegiatan yang dilakukan dalam prakarsa ini bermuara kepada tiga kelompok tujuan: menciptakan insentif bagi kebijakan ekonomi yang lebih baik; menyediakan alat untuk pelaksanaan kebijakan ekonomi yang lebih baik; dan, menjamin keterlibatan kelompok miskin. Asia Foundation mendukung penciptaan insentif bagi kebijakan ekonomi yang lebih baik melalui penguatan kapasitas bagi pihakpihak non pemerintah untuk berpartisipasi dalam pembuatan kebijakan. This report is a preliminary assessment of 30 in-depth interviews and 3 focus groups on elections and democracy in Indonesia. The interviews are the first phase of a two-phase research project to help Indonesian organizations plan voter and civic education efforts before next year’s election, with a national survey to follow. Because these are qualitative, not quantitative, findings, our results cannot be projected numerically to the population at large, but we believe the findings illuminate some important aspects of Indonesian public opinion. Our aim here is to lay out initial findings suggested by the work and issues highlighted for investigation in the coming survey. Craig Charney of Charney Research (New York) and Achala Srivatsa of AC Nielsen (Indonesia) wrote this report, with some editorial assistance from The Asia Foundation staff.

Indonesian version of Local Economic Governance Index, 2007. This year's Local Economic Governance Survey provides a fascinating look into the dynamics of local governance and business development in Indonesia nearly a decade after regional autonomy. More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. This is the sixth survey of a research program begun in 2001 by KPPOD, with support from the Asia Foundation. Each year the scope has expanded, beginning with 90 districts (2001), then 134 districts (2002), 200 districts (2003), 214 districts (2004), 228 districts (2005) and finally 243 districts this year.
