Since 1999, The Asia Foundation has supported initiatives to simplify business licensing at the local level.Initially, programs supported local governments to establish agencies that integrated the "front office" receipt of licensing applications, but kept "back office" processing of permits decentralized across various other agencies. While this resulted in some improvements, the impact of these "One- Roof One-Stop Shop" (OSS) licensing reforms remained limited. The Foundation supports reforms that have resulted in "One-Door" OSS, in which both front office and back office authorities are united in a single location.

Aid to Subnational Conflict and Post-Conflict Areas: Balancing Development, Governance, and Security
Subnational conflict is a widespread problem in Asia, affecting nearly two-thirds of the countries in South and Southeast Asia. While most of Asia is rapidly developing, subnational conflict areas typically lag behind in key development indicators. Many of these regions have been afflicted by conflict for decades, leading to protracted cycles of under-development, poor governance and instability. These conditions create an environment that stifles local economic growth, prevents integration into the national and regional economies, and leads to deteriorating social services. The project team will focus on four cases of subnational conflicts and post-conflict in Asia: Mindanao and Sulu (Philippines), Southern Thailand, Northern and Eastern Sri Lanka, and Aceh (Indonesia).

For more than two decades, The Asia Foundation has backed local initiatives to ensure the sustainability of natural resources across Asia. Working with civil society organizations, government and the private sector, the Foundation understands the complex interplay between environmental protection, economic development, local and regional government relations, private sector incentives and the rights of local communities. Improved governance is a vital component of any response to deforestation, land degradation and climate change and a key factor in achieving successful, sustainable development.
