For more than 50 years, The Asia Foundation has been a constant partner and advocate for economic reform and development in Indonesia. Over the decades the Foundation has worked closely with small cooperatives and businesses to broaden their opportunities and growth potential. Small and medium enterprises (SMEs) employ nearly 79% of the workforce and contribute 56% of the GDP. After the Asian financial crisis, the Foundation further strengthened its economic assistance to this vital sector, initiating projects for faster business permitting, analytical tools to improve government regulation, private sector forums and surveys to measure local investment climates. Through a variety of such advocacy programs the Foundation has helped to create more efficient local economies and eliminate local regulations that stifle business.

Indonesia's mass-based Muslim organizations are increasingly at the forefront of new policy reform efforts to reduce poverty and improve governance at the city, district and provincial levels. The Asia Foundation has supported these efforts in a concerted fashion through partnerships with Muhammadiyah, Nahdlatul Ulama, and highly skilled technical advocacy and governance reform NGOs. This program builds on existing networks of Indonesian mass-based Muslim organizations by bringing the influence and credibility of Islamic organizations together with the technical advocacy experience of economic reform groups.

In 1999, the Indonesian National Police separated from the military structure to become its own independent entity. The transformation to an accountable, civilian police force has been an essential part of Indonesia's transition to democracy. However, getting past its militaristic legacy and winning the trust of the general public is often still a challenge. For over four years, The Asia Foundation has supported the development of Community- Oriented Policing (COP) programs that assist police in their efforts to reform, improve services to citizens, and reduce crime.

PERPOLISIAN MASYARAKAT DI INDONESIA
Pada tahun 1999, Pemerintah paska Suharto mengambil keputusan penting dengan memisahkan Kepolisian Negara Indonesia dari struktur militer menjadi sebuah entitas yang mandiri. Transformasi kepolisian menuju lembaga yang lebih akuntabel dan profesional merupakan komitmen dan syarat mendasar dari proses demokratisasi Indonesia. Meski demikian, melepaskan diri dari kultur militeristik dan mendapatkan kepercayaan dari masyarakat masih merupakan tantangan yang tidak mudah bagi kepolisian. Dari beberapa inisiatif perubahan yang telah dilakukan, semenjak tahun 2001 The Asia Foundation bersama PUSHAM UII memilih untuk memperkenalkan perpolisian berbasis komunitas (COP) kepada masyarkat dan kepolisian sebagai langkah yang paling tepat dan demokratis dalam mereformasi kepolisian, memperbaiki kualitas pelayanan publik dan mengurangi angka kejahatan.

The Foundation helps to build incentives for good economic policy by enhancing the capacity of non-government actors to participate in policy formulation. For example, the Foundation has helped to create 39 local business associations (Forda) and has strengthened the dialogue between the private sector and local policymakers by building Forda advocacy skills. The Foundation also helps to build incentives for better local economic governance through its support for an economic governance index developed with Regional Autonomy Watch (KPPOD).

MENDUKUNG PRAKARSA REFORMASI EKONOMI DI INDONESIA
Prakarsa Reformasi Ekonomi ini dilaksanakan Asia Foundation memanfaatkan jaringannya yang luas dengan lembaga-lembaga pemerintah dan mitra organisasi lokal yang bergerak di bidang studi, advokasi, dan kebijakan. Kegiatan-kegiatan yang dilakukan dalam prakarsa ini bermuara kepada tiga kelompok tujuan: menciptakan insentif bagi kebijakan ekonomi yang lebih baik; menyediakan alat untuk pelaksanaan kebijakan ekonomi yang lebih baik; dan, menjamin keterlibatan kelompok miskin. Asia Foundation mendukung penciptaan insentif bagi kebijakan ekonomi yang lebih baik melalui penguatan kapasitas bagi pihakpihak non pemerintah untuk berpartisipasi dalam pembuatan kebijakan. Building on the first free and fair elections in 1999, democratic consolidation has occurred through successive rounds of national elections in 2004 and hundreds of local elections since 2005. Moreover, freedom of the press has blossomed, reform of legal institutions has begun to take root, sectarian and separatist conflicts have subsided, and the restructuring of political institutions to make government more democratic and accountable continues. In 2007, Freedom House identified Indonesia as the only fully free and democratic country in Southeast Asia.

PEMILIHAN DAN GOOD GOVERNANCE DI INDONESIA
Indonesia pada tahun 2007 adalah sebuah negara yang stabil dengan suatu sistem pemerintahan yang demokratis dan sangat terdesentralisasi. Berdasar pada pemilihan umum pertama yang jujur dan adil pada tahun 1999, Indonesia sejak saat itu telah secara jelas melakukan konsolidasi demokrasinya, melalui serangkaian pemilihan umum nasional yang berurutan pada tahun 2004 dan ratusan pemilihan di tingkat daerah sejak tahun 2005. Lebih jauh lagi, kebebasan pers telah bersemi, reformasi institusi-institusi hukum telah mulai mengakar, konflik-konflik sektarian dan separatis telah mereda, dan restrukturasi institusi-institusi politik untuk menjadikan pemerintah lebih demokratis dan bertanggungjawab terus berjalan. Pada tahun 2007, Freedom House menyebut Indonesia sebagai satu-satunya negara yang sungguhsungguh bebas dan demokratis di Asia Tenggara dewasa ini.

Building on 35 years of collaboration with Muslim organizations in Indonesia, The Asia Foundation currently supports Islamic civil society organizations in their efforts to strengthen democratic institutions, improve local governance, and reduce poverty in Indonesia. These organizations have long formed the vital core of Indonesia's civil society and continue to play a leading role in democratic reform and improving social conditions. They include groups belonging to the mass-based organizations Nahdlatul Ulama (NU) and Muhammadiyah which together claim over 60 million members, with networks that span the country from the national down to the district and village levels. Commanding legitimacy and influence in both state and society in Indonesia, Islamic organizations are a natural partner in Indonesia's development.

Organisasi massa Islam di Indonesia saat ini sedang mengembangkan upaya ke depan dalam memperbarui reformasi kebijakan untuk penanggulangan kemiskinan dan peingkatan tata pemerintahan di tingkat kota/kabupaten dan propinsi. Asia Foundation mendukung upaya tersebut dalam bentuk yang nyata melalui kemitraan antara organisasi massa Islam seperti Muhammadiyah, Nahdlatul Ulama (NU) dan LSM yang memiliki ketrampilan teknis dalam advokasi dan reformasi tata pemerin- tahan.
