ANALISIS DAMPAK REGULASI (RIA) - Proses desentralisasi di Indonesia telah mengalihkan sebagian besar kewenangan pemerintah nasional ke lebih dari 460 pemerintah kabupaten/kota. Transisi dramatis ini, meskipun positif dari sudut pandang demokrasi, telah diwarnai dengan persoalan-persoalan administratif dan insentif kebijakan yang tidak pada tempatnya. Proses pembuatan regulasi di daerah ditandai dengan lemahnya analisis, belum adanya mekanisme review yang efektif, dan terbatasnya partisipasi publik. Akibatnya, muncul peraturan-peraturan daerah bermasalah, khususnya yang membebani dunia usaha.

In Indonesia, the Foundation has been responding to the real and pressing needs of small businesses since 1996. The Partnership for Enterprise Policy Reform program, funded by USAID, works to improve the business environment by broadening private sector participation in government decisions on small business policy. The program is also enabling greater access to credit at the local level through a better functioning financial system. Lastly, the Foundation works to increase the availability of relevant technology and information to and among small and medium enterprises (SMEs).

(In Bahasa - small version - no graphics) - Road Transportation, Regulations and Charges in Indonesia. To assess the size and nature of domestic road transportation costs, The Asia Foundation, in partnership with the University of Indonesia's Institute for Economic and Social Research (LPEM-FEUI) implemented a comprehensive survey of domestic trucking costs along nine routes in Indonesia. The survey explicitly examined licensing costs, road charges and the costs associated with poor infrastructure. Through GPS tracking and interviews with firm managers and truck drivers, the survey identifies exactly who is charging drivers, where they are being charged and how much.

More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. This is the sixth survey of a research program begun in 2001 by KPPOD, with support from the Asia Foundation. Each year the scope has expanded, beginning with 90 districts (2001), then 134 districts (2002), 200 districts (2003), 214 districts (2004), 228 districts (2005) and finally 243 districts this year.

The fifth annual study of “Investment Competitiveness of Regencies/Cities in Indonesia” implemented by KPPOD (Regional Autonomy Watch). Since the first socialization of the 2001 study results, public response toward the rank has been extensive. The private sector has shown its appreciation by using the study result as one of its sources to formulate investment policies; academicians have shared their opinions on the methodology used in the study; moreover, some prominent international institutions have used the studies’ findings as their reference.
