Bahasa Indonesia version - Road Transportation, Regulations and Charges in Indonesia. To assess the size and nature of domestic road transportation costs, The Asia Foundation, in partnership with the University of Indonesia's Institute for Economic and Social Research (LPEM-FEUI) implemented a comprehensive survey of domestic trucking costs along nine routes in Indonesia. The survey explicitly examined licensing costs, road charges and the costs associated with poor infrastructure. Through GPS tracking and interviews with firm managers and truck drivers, the survey identifies exactly who is charging drivers, where they are being charged and how much.

This year's Local Economic Governance Survey provides a fascinating look into the dynamics of local governance and business development in Indonesia nearly a decade after regional autonomy. More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. This is the sixth survey of a research program begun in 2001 by KPPOD, with support from the Asia Foundation. Each year the scope has expanded, beginning with 90 districts (2001), then 134 districts (2002), 200 districts (2003), 214 districts (2004), 228 districts (2005) and finally 243 districts this year.

This year's Indonesia Local Economic Governance Survey provides a fascinating look into the dynamics of local governance and business development in Indonesia nearly a decade after regional autonomy. More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. The fifth annual study of “Investment Competitiveness of Regencies/Cities in Indonesia” implemented by KPPOD (Regional Autonomy Watch). Since the first socialization of the 2001 study results, public response toward the rank has been extensive. The private sector has shown its appreciation by using the study result as one of its sources to formulate investment policies; academicians have shared their opinions on the methodology used in the study; moreover, some prominent international institutions have used the studies’ findings as their reference.

This report is a preliminary assessment of 30 in-depth interviews and 3 focus groups on elections and democracy in Indonesia. The interviews are the first phase of a two-phase research project to help Indonesian organizations plan voter and civic education efforts before next year’s election, with a national survey to follow. Because these are qualitative, not quantitative, findings, our results cannot be projected numerically to the population at large, but we believe the findings illuminate some important aspects of Indonesian public opinion. Our aim here is to lay out initial findings suggested by the work and issues highlighted for investigation in the coming survey. Craig Charney of Charney Research (New York) and Achala Srivatsa of AC Nielsen (Indonesia) wrote this report, with some editorial assistance from The Asia Foundation staff.

The aim of the research was to assess voter knowledge and opinion, and to identify key issues and challenges facing election administrators and assistance providers in advance of the 2004 National Elections. The survey was conducted between June 25 and August 10, 2003, in 32 of Indonesia’s 33 provinces, and consisted of a random, nationally representative sample of 1,056 in-person interviews, plus an over-sample of 230 people to allow some regional analysis. The survey was funded with generous support from the U.S. Agency for International Development.
