Service Delivery Training Modules: This series of four training modules is designed to provide the teaching and learning materials for training modules for LA officials in Solid Waste Management and Roads and Drainage Maintenance. Each module kit contains printed resource material for trainers and participants, visual-aid material for trainers (such as power-point presentations on CD), learning exercises and simulations for trainers to use in workshops, and relevant computer software applications (where applicable, on CD) to support a two-day workshop. Each module is available separately in Sinhala and Tamil from The Asia Foundation and the Sri Lanka Institute of Local Governance.

This guidebook is designed to help local authority personnel write a successful project proposal for submission to a funding agency or similar organization. It sets out the basic steps in project identification and describes each section of a well written proposal. The booklet provides writing tips and samples and examples of proposal components and provides information on how proposals are likely to be evaluated. Local authorities may use the “Directory of Funding and Resource Agencies for LAs in Sri Lanka” to identify places to submit proposals. Trainers may also use the guide to support workshops or “write shops” (facilitated proposal writing sessions) on proposal preparation. The guide is available in English, Sinhala and Tamil from The Asia Foundation and the Sri Lanka Institute of Local Governance (SLILG).

The objectives of the survey is to: identify potential interventions that will enhance public participation and support free and fair elections; and help ensure that the outcome of elections are accepted as accurately representing the will of the Mongolian people.

In November 2008 the Election Working Group (EWG) completed a twenty-first rapid assessment of citizen perception of recent events. This preliminary report focuses on citizen perceptions on issues related to the national election.
The data reflect the situation in the last week of November 2008. The Asia Foundation and Data International Ltd. provided technical support. Conducted in 12 districts of the country (two in each of the six divisions), the perception study gathered impressions from a cross-section of ordinary citizens, civil society representatives, and local businesspersons through informal individual interviews in (i) each divisional headquarters and a proximate rural thana in the same district; and (ii) district headquarters of another randomly chosen district in each division and a proximate rural thana in the same district. A formal questionnaire with a mix of quantitative and qualitative questions was administered.

This survey is the sixth in a series, and provides time series data that identifies trends and patterns in citizen awareness, intolerance for corruption, and support for measures to combat corruption.
The purpose of the survey series is to better understand the scope and incidence of corruption at the household level in Mongolia. Findings and conclusions serve to benchmark changes in experience, attitudes and perceptions over an extended period of time, and thereby contribute to better-informed policy-making, and the refinement of interventions and activities that inform and engage citizens as active participants in the effort to combat corruption in Mongolia.
