In March 2008 the fifth semi-annual corruption benchmarking survey was completed. The purpose of the survey is to better understand the scope and incidence of corruption at the household level in Mongolia. Findings and conclusions serve to benchmark changes in experience, attitudes and perceptions over an extended period of time, and thereby contribute to better-informed policy-making, and the refinement of interventions and activities that inform and engage citizens as active participants in the effort to combat corruption in Mongolia.

To assess the size and nature of domestic road transportation costs, The Asia Foundation, in partnership with the University of Indonesia's Institute for Economic and Social Research (LPEM-FEUI) implemented a comprehensive survey of domestic trucking costs along nine routes in Indonesia. The survey explicitly examined licensing costs, road charges and the costs associated with poor infrastructure. Through GPS tracking and interviews with firm managers and truck drivers, the survey identifies exactly who is charging drivers, where they are being charged and how much.

comprising lawyers, political scientists and leading academics formed and began developing an Anti-Corruption Curriculum for the National Law School, and for the Management Academy which trains most of Mongolia’s civil servants. The group met actively through the fall and early winter, and on March 21st U.S. Ambassador Mark Minton participated in a ceremony that officially launched the new curriculum for the spring semester which is soon-to-start. The Deans of each of the institutions delivered presentations in which they pledged their support for an important initiative that will inform and influence the behavior of future Mongolian leaders.

Between August 8 and September 1, 2007, The Merdeka Center for Opinion Research
conducted a nationwide telephone survey of 1,508 randomly selected Malaysians
between 20 and 35 years old. Sampling for the respondents was structured along the
national population profile and is specifically proportional to gender, ethnicity and state
of residence. The objective of this survey was to ask young adults in Malaysia to speak
on issues pertaining to their participation in community activities and politics as well as
their views towards governance and democracy. Six focus groups with youths and
members of youth groups were also conducted in Kuala Lumpur, Penang, Kota Bharu,
Kota Kinabalu and Kuching.

The Asia Foundation supported the establishment and construction of the first women’s shelter in the Lao PDR—opening in January 2006—to serve the needs of victims of human trafficking and domestic violence. The establishment of the shelter, a direct result of growing awareness of these problems in Laos and the passage of the 2004 Development and Protection of Women Act, was made possible by the dedicated work of the Lao Women’s Union (LWU), which has been supported by the Foundation for more than a decade.

Indonesia's mass-based Muslim organizations are increasingly at the forefront of new policy reform efforts to reduce poverty and improve governance at the city, district and provincial levels. The Asia Foundation has supported these efforts in a concerted fashion through partnerships with Muhammadiyah, Nahdlatul Ulama, and highly skilled technical advocacy and governance reform NGOs. This program builds on existing networks of Indonesian mass-based Muslim organizations by bringing the influence and credibility of Islamic organizations together with the technical advocacy experience of economic reform groups.

These organizations have long formed the vital core of Indonesia's civil society and continue to play a leading role in democratic reform and improving social conditions. They include groups belonging to the mass-based organizations Nahdlatul Ulama (NU) and Muhammadiyah which together claim over 60 million members, with networks that span the country from the national down to the district and village levels. Commanding legitimacy and influence in both state and society in Indonesia, Islamic organizations are a natural partner in Indonesia's development.

Pada tahun 1999, Pemerintah paska Suharto mengambil keputusan penting dengan memisahkan Kepolisian Negara Indonesia dari struktur militer menjadi sebuah entitas yang mandiri. Transformasi kepolisian menuju lembaga yang lebih akuntabel dan profesional merupakan komitmen dan syarat mendasar dari proses demokratisasi Indonesia. Meski demikian, melepaskan diri dari kultur militeristik dan mendapatkan kepercayaan dari masyarakat masih merupakan tantangan yang tidak mudah bagi kepolisian. Dari beberapa inisiatif perubahan yang telah dilakukan, semenjak tahun 2001 The Asia Foundation bersama PUSHAM UII memilih untuk memperkenalkan perpolisian berbasis komunitas (COP) kepada masyarkat dan kepolisian sebagai langkah yang paling tepat dan demokratis dalam mereformasi kepolisian, memperbaiki kualitas pelayanan publik dan mengurangi angka kejahatan.
