Summary of The Vietnam Provincial Competitiveness Index 2008: Measuring Economic Governance for Private Sector Development. The 2008 PCI survey is the largest and most comprehensive assessment and ranking of the performance of provincial governments based on the views expressed by over 7,820 domestic entrepreneurs and managers from firms across Vietnam’s 64 provinces. Every year, this highly anticipated survey gauges the impact of economic and administrative reforms at both the provincial and national levels and guides the decisions of Vietnam’s policymakers, business leaders, and entrepreneurs.

Indonesian version of Local Economic Governance Index, 2007. This year's Local Economic Governance Survey provides a fascinating look into the dynamics of local governance and business development in Indonesia nearly a decade after regional autonomy. More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. This is the sixth survey of a research program begun in 2001 by KPPOD, with support from the Asia Foundation. Each year the scope has expanded, beginning with 90 districts (2001), then 134 districts (2002), 200 districts (2003), 214 districts (2004), 228 districts (2005) and finally 243 districts this year.

This year's Indonesia Local Economic Governance Survey provides a fascinating look into the dynamics of local governance and business development in Indonesia nearly a decade after regional autonomy. More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. This is the sixth survey of a research program begun in 2001 by KPPOD, with support from the Asia Foundation. Each year the scope has expanded, beginning with 90 districts (2001), then 134 districts (2002), 200 districts (2003), 214 districts (2004), 228 districts (2005) and finally 243 districts this year.

This handbook presents basic information on advocacy and how it can be pursued by private enterprises, government institutions and other organizations in Sri Lanka to establish and safeguard their rights. It was prepared by The Asia Foundation, Sri Lanka, through its Local Economic Governance Program, with financial support from the Australian Agency for International Development and the Department for International Development (UK). The handbook is largely adapted from a publication on policy advocacy for SMEs in Indonesia, prepared by The Asia Foundation in Indonesia. It has also drawn on advocacy materials developed Dr. Hetifah Sjaifudian Sumarto, an independent consultant to The Asia Foundation.

To assess the size and nature of domestic road transportation costs, The Asia Foundation, in partnership with the University of Indonesia's Institute for Economic and Social Research (LPEM-FEUI) implemented a comprehensive survey of domestic trucking costs along nine routes in Indonesia. The survey explicitly examined licensing costs, road charges and the costs associated with poor infrastructure. Through GPS tracking and interviews with firm managers and truck drivers, the survey identifies exactly who is charging drivers, where they are being charged and how much.

This paper utilizes a unique dataset of 500 firms in ten Cambodian provinces and a natural experiment to rigorously test one of the most important propositions in political economy; that the predictability of a corruption is more important for firm investment decisions than the amount of bribes a firm must pay, provided the bribes are not prohibitively expensive. We find persuasive evidence that this hypothesis is correct.

Cambodia, where the Provincial Business Environment Scorecard (PBES) was first implemented in 2006, and Sri Lanka where the first Economic Governance Index (EGI-SL) was conducted in 2007, are the two most recent additions to the LEGIs developed by The Asia Foundation and its partners. These two indexes, based on the experience of The Asia Foundation in the Philippines, Indonesia and Vietnam, had to be adapted to the specific economic and administrative context of Cambodia and Sri Lanka. They have, however, the same objectives: • Providing updated information to the private sector about the business environment in their area, and thus creating a demand for an improved business environment. • Creating a frame of reference for local leaders and public officials as they seek to improve policies and economic governance practices in their area. • Stimulating a proactive and competitive process involving all relevant stakeholders in their efforts to offer a more supportive business environment.

The Asia Foundation supports economic reform programs to encourage sustainable market-led growth, poverty reduction, and private sector involvement in the policy reform process. Better policies will boost business growth and employment, and help improve competitiveness and reduce poverty. In Cambodia, micro, small and medium enterprises (MSMEs) dominate the economic landscape, particularly in the provinces. MSMEs owners are among those most affected by a poor business environment, consisting of opaque regulations, lack of information, and extensive costs associated with corruption and over-regulation. The Asia Foundation’s economic reform program in Cambodia supports reform of policy-making process, empowerment of the private sector— particularly provincial MSMEs and development of a more business-friendly environment. The program encourages increased transparency and greater competition to create appropriate incentives for investment and trade.

Indonesia's mass-based Muslim organizations are increasingly at the forefront of new policy reform efforts to reduce poverty and improve governance at the city, district and provincial levels. The Asia Foundation has supported these efforts in a concerted fashion through partnerships with Muhammadiyah, Nahdlatul Ulama, and highly skilled technical advocacy and governance reform NGOs. This program builds on existing networks of Indonesian mass-based Muslim organizations by bringing the influence and credibility of Islamic organizations together with the technical advocacy experience of economic reform groups.
