Pakistan’s economic and social challenges include rapid population growth, a fragile macroeconomic situation, governance problems, slow progress on poverty reduction, and gender disparities. All of these factors have contributed to poor health indicators for a large segment of Pakistan’s population, characterized by high maternal and child mortality and morbidity rates. The Asia Foundation promotes participatory, accountable, and transparent governance and strengthening the rule of law, and in Pakistan, this work extends to the health sector.

For two hours, participants, including leading civil society representatives, academics and donors explored the strengths and weaknesses of the new law, and the challenge that lies ahead with regard to implementation. The first survey was conducted in March and established the baseline against which this and future surveys will evaluate the changes in public attitudes toward corruption, the incidence of corruption at the household level, and government progress in implementing reforms that will combat corruption in Mongolia.

The Asia Foundation hosted Mr. Tony Kwok, an international anti-corruption expert with over 30 years of experience at Hong Kong’s Independent Commission Against Corruption (ICAC). Kwok, who served as Deputy Commissioner of the ICAC, the Commission’s highest ranking civil service position, for six years before retiring in 2002, provided technical assistance to the newly-established Anti-Corruption Agency (ACA) from February 3-10. Over the course of the week, Mr. Kwok met intensively with ACA Head, Mr. Dangaasuren, his deputy, Mr. Sunduisuren, and the growing ACA staff.

In this context, and with support from USAID, The Asia Foundation (TAF) undertook this assessment in order to develop a broad understanding of the context, issues, and opportunities surrounding development of sub-national governance in Afghanistan. The objectives of this assessment are as follows: 1) To review the current context of sub-national governance in Afghanistan; 2) To identify challenges to SNG as well as opportunities for further reform; and 3) To present a set of strategic recommendations that could be addressed by USAID and TAF, as well as the donor community in Afghanistan and national government.

In 1999, the Indonesian National Police separated from the military structure to become its own independent entity. The transformation to an accountable, civilian police force has been an essential part of Indonesia's transition to democracy. However, getting past its militaristic legacy and winning the trust of the general public is often still a challenge. For over four years, The Asia Foundation has supported the development of Community- Oriented Policing (COP) programs that assist police in their efforts to reform, improve services to citizens, and reduce crime.

The study is a longitudinal survey using multilevel randomization. It is designed to measure both changes in public attitudes and country-specific indicators that are comparable across countries. Some of the survey components were modeled on the Transparency International Global Corruption Barometer (GCB), and measure personal experience with corruption, in addition to perceptions. This third survey was conducted in March 2007 and comprised 600 respondents in Ulaanbaatar, Selenge, Sukhbaatar, Uvurkhangai and Uvs aimags.

Pada tahun 1999, Pemerintah paska Suharto mengambil keputusan penting dengan memisahkan Kepolisian Negara Indonesia dari struktur militer menjadi sebuah entitas yang mandiri. Transformasi kepolisian menuju lembaga yang lebih akuntabel dan profesional merupakan komitmen dan syarat mendasar dari proses demokratisasi Indonesia. Meski demikian, melepaskan diri dari kultur militeristik dan mendapatkan kepercayaan dari masyarakat masih merupakan tantangan yang tidak mudah bagi kepolisian. Dari beberapa inisiatif perubahan yang telah dilakukan, semenjak tahun 2001 The Asia Foundation bersama PUSHAM UII memilih untuk memperkenalkan perpolisian berbasis komunitas (COP) kepada masyarkat dan kepolisian sebagai langkah yang paling tepat dan demokratis dalam mereformasi kepolisian, memperbaiki kualitas pelayanan publik dan mengurangi angka kejahatan.

Indonesia's mass-based Muslim organizations are increasingly at the forefront of new policy reform efforts to reduce poverty and improve governance at the city, district and provincial levels. The Asia Foundation has supported these efforts in a concerted fashion through partnerships with Muhammadiyah, Nahdlatul Ulama, and highly skilled technical advocacy and governance reform NGOs. This program builds on existing networks of Indonesian mass-based Muslim organizations by bringing the influence and credibility of Islamic organizations together with the technical advocacy experience of economic reform groups.

Building on 35 years of collaboration with Muslim organizations in Indonesia, The Asia Foundation currently supports Islamic civil society organizations in their efforts to strengthen democratic institutions, improve local governance, and reduce poverty in Indonesia. These organizations have long formed the vital core of Indonesia's civil society and continue to play a leading role in democratic reform and improving social conditions. They include groups belonging to the mass-based organizations Nahdlatul Ulama (NU) and Muhammadiyah which together claim over 60 million members, with networks that span the country from the national down to the district and village levels. Commanding legitimacy and influence in both state and society in Indonesia, Islamic organizations are a natural partner in Indonesia's development.

The establishment of the shelter, a direct result of growing awareness of these problems in Laos and the passage of the 2004 Development and Protection of Women Act, was made possible by the dedicated work of the Lao Women’s Union (LWU), which has been supported by the Foundation for more than a decade.

Between August 8 and September 1, 2007, The Merdeka Center for Opinion Research
conducted a nationwide telephone survey of 1,508 randomly selected Malaysians
between 20 and 35 years old. Sampling for the respondents was structured along the
national population profile and is specifically proportional to gender, ethnicity and state
of residence. The objective of this survey was to ask young adults in Malaysia to speak
on issues pertaining to their participation in community activities and politics as well as
their views towards governance and democracy. Six focus groups with youths and
members of youth groups were also conducted in Kuala Lumpur, Penang, Kota Bharu,
Kota Kinabalu and Kuching.
