A Report by the Cambodian Center for Human Rights (July 2010)
The Report is an output of CCHR's Human Trafficking Trial Monitoring Sub-Project, supported by The Asia Foundation, and part of the wider CCHR Trial Monitoring Project. The purpose of the sub-project is to monitor human trafficking trials in Cambodia in order to assess their fairness, for both the victims and the accused, against fair trial standards; and to assess the impact of recent legal developments aimed at combating human trafficking, including the Law on the Suppression of Human Trafficking and Sexual Exploitation 2008 (the "LHTSE"). CCHR aims to use the findings of the Report as a basis for dialogue with the judiciary and other relevant stakeholders, and hopes that the Report will serve as a useful tool for research and study related to human trafficking and fair trial rights in Cambodia.

The Growing Challenge of Corruption in Afghanistan is one of a series of analytical papers on The Asia Foundation’s recently released public-opinion survey, Afghanistan in 2011: A Survey of the Afghan People. The series of essays provide detailed analysis of the survey data on the opinions and perceptions of Afghans toward government, public policy, democracy, and political and social change as interpreted by specialists who have in-depth knowledge of the region. The contributors comment on trends, patterns, and variations owing to Afghan geography, ethnicity, and other factors, and offer policy advice with a long-term view on the future of Afghanistan.

The Mongolian economy is growing at an unprecedented rate. Sustained economic growth is boosting gross domestic product (GDP), supporting job creation, reducing poverty levels, and allowing the economy to expand into new fields. Despite these impressive successes, there have been persistent reports in the media about the existence of corrupt practices. These reports often relate to government employees asking businessmen for non-stipulated fees in return for services, for example, to process or expedite obtaining permits and documents, such as licenses, needed by business to operate. Until now, there has been no data about the pervasiveness of corrupt practices affecting business-government relations in Mongolia. The Study of Private Perceptions of Corruption (STOPP) was designed to obtain a picture of the extent of corruption, based on the experience of members of the business community. Interviewing representatives of small, medium, and large sized business enterprises, this study captures the similarities and differences companies face in relation to corrupt practices, breaking down the findings by sector.

The Mongolian economy is growing at an unprecedented rate. Sustained economic growth is boosting gross domestic product (GDP), supporting job creation, reducing poverty levels, and allowing the economy to expand into new fields. Despite these impressive successes, there have been persistent reports in the media about the existence of corrupt practices. The Asia Foundation supported the establishment and construction of the first women’s shelter in the Lao PDR—opening in January 2006—to serve the needs of victims of human trafficking and domestic violence. The establishment of the shelter, a direct result of growing awareness of these problems in Laos and the passage of the 2004 Development and Protection of Women Act, was made possible by the dedicated work of the Lao Women’s Union (LWU), which has been supported by the Foundation for more than a decade.

Some of the survey components were modeled on the Transparency International Global Corruption Barometer (GCB), and measure personal experience with corruption, in addition to perceptions. This third survey was conducted in March 2007 and comprised 600 respondents in Ulaanbaatar, Selenge, Sukhbaatar, Uvurkhangai and Uvs aimags.

This survey was undertaken in an effort to better understand the scope and incidence of corruption at the household level in Mongolia. The opinion poll was designed between November and December 2005 and administered with the support of ACNielson Nepal Pvt. Ltd., a marketing research organisation, between 5 January and 25 January, 2006. Data processing and analysis were carried out in February 2006, and the report was prepared and finalised in March and April 2006.

The opinion poll on the Contemporary Political Situation in Nepal (CPS 2005) was carried out by Interdisciplinary Analysts, an independent research organisation based in Kathmandu. It was designed between the second week of September 2004 and the third week of November 2004 and administered in the field between the fourth week of November 2004 and the third week of December 2004. Data processing and analysis were conducted between the fourth week of December 2004 and the fourth week of January 2005. Then, during the second week of February 2005, a preliminary report was prepared.

The survey explicitly examined licensing costs, road charges and the costs associated with poor infrastructure. Through GPS tracking and interviews with firm managers and truck drivers, the survey identifies exactly who is charging drivers, where they are being charged and how much.
