To examine the critical issues surrounding the global challenge of food security, The Asia Foundation joined with the Asian Development Bank (ADB), the UN Food and Agriculture Organization (FAO), the International Fund for Agricultural Development (IFAD), and the U.S. Agency for International Development (USAID) for a major conference, "Food for All: Investment Forum for Food Security in Asia and the Pacific," at the ADB headquarters in Manila from July 7-9, 2010. Douglas Bereuter, president of The Asia Foundation, moderated a key plenary session on "Fostering Food Security Through Regional Cooperation and Integration." Eminent food security economist Peter Timmer laid out the challenges, opportunities, and likely action points for achieving shared food security. This paper sketches out the operational features of emerging political economy-based approaches to sectoral economic policy reform. Section 1 traces some of the literature on the political economy analysis of reforms. Section 2 outlines the international development community’s increasing recognition of the political economy aspects of economic governance, and their efforts to undertake sharper political economy analysis of reform challenges. Finally, in Section 3 the paper identifies elements of operational reform approaches that move beyond disengaged political economy analysis towards on-the-ground implementation of political strategies in policy reform processes.

Market-led economic growth is a proven, effective means of reducing poverty. In Cambodia, the best way to achieve economic growth is to encourage the expansion of micro, small and medium enterprises (MSMEs), which dominate the economic landscape. The large majority of MSMEs are located in the provinces. At present, little is being done to improve the business environment for rural MSMEs. MSME owners are among the worst affected by opaque regulations, lack of information, and costs associated with corruption and over-regulation. The Asia Foundation’s economic reform program in Cambodia focuses on supporting the policymaking process of reform, empowerment of the private sector, particularly provincial MSMEs, and developing a more business-friendly environment.

After the Asian financial crisis, the Foundation further strengthened its economic assistance to this vital sector, initiating projects for faster business permitting, analytical tools to improve government regulation, private sector forums and surveys to measure local investment climates. Through a variety of such advocacy programs the Foundation has helped to create more efficient local economies and eliminate local regulations that stifle business.

This year's Indonesia Local Economic Governance Survey provides a fascinating look into the dynamics of local governance and business development in Indonesia nearly a decade after regional autonomy. More than ever, citizens and businesses are pressing to know how well local governments are using their authority to provide better public services and improve their business climates. This is the sixth survey of a research program begun in 2001 by KPPOD, with support from the Asia Foundation. Each year the scope has expanded, beginning with 90 districts (2001), then 134 districts (2002), 200 districts (2003), 214 districts (2004), 228 districts (2005) and finally 243 districts this year.
