Advancing Entrepreneurship and Economic Opportunities for Small and Medium Businesses
The Asia Foundation has a decades-long history of supporting broad-based economic growth across Asia through both public and private channels. Through its Economic Development programs, the Foundation has assisted micro-, small-, and medium-sized enterprises (MSMEs) in accessing the legal information, financing, business services, and skills they need to enhance their competitiveness and profitability, thereby helping to create jobs and reduce poverty.

In Indonesia, the Foundation has been responding to the real and pressing needs of small businesses since 1996. The Partnership for Enterprise Policy Reform program, funded by USAID, works to improve the business environment by broadening private sector participation in government decisions on small business policy. The program is also enabling greater access to credit at the local level through a better functioning financial system. Lastly, the Foundation works to increase the availability of relevant technology and information to and among small and medium enterprises (SMEs).

ANALISIS DAMPAK REGULASI (RIA) - Proses desentralisasi di Indonesia telah mengalihkan sebagian besar kewenangan pemerintah nasional ke lebih dari 460 pemerintah kabupaten/kota. Transisi dramatis ini, meskipun positif dari sudut pandang demokrasi, telah diwarnai dengan persoalan-persoalan administratif dan insentif kebijakan yang tidak pada tempatnya. Proses pembuatan regulasi di daerah ditandai dengan lemahnya analisis, belum adanya mekanisme review yang efektif, dan terbatasnya partisipasi publik. Akibatnya, muncul peraturan-peraturan daerah bermasalah, khususnya yang membebani dunia usaha.

The Vietnam Provincial Competitiveness Index (PCI) was developed by the Vietnam Chamber of Commerce and Industry (VCCI) and USAIDfunded Vietnam Competitiveness Initiative (VNCI) in 2005, to assess and rank 42 provincial governments by their regulatory environments for private sector development, while controlling for differences in their initial endowments. The index attracted considerable attention from various stakeholders, including the business community, media, donor community, and the provinces themselves. Most impressive has been the positive actions undertaken by a number of provincial authorities to use the PCI to better identify and understand the problems confronting the private sector, and to improve their treatment of such businesses.

To assess the size and nature of domestic road transportation costs, The Asia Foundation, in partnership with the University of Indonesia's Institute for Economic and Social Research (LPEM-FEUI) implemented a comprehensive survey of domestic trucking costs along nine routes in Indonesia. The survey explicitly examined licensing costs, road charges and the costs associated with poor infrastructure. Through GPS tracking and interviews with firm managers and truck drivers, the survey identifies exactly who is charging drivers, where they are being charged and how much.

This report is a contribution to a broader study entitled, "Aid, Conflict and Peacebuilding in Sri Lanka" (Goodhand and Klem, 2005), which examines the peace process in Sri Lanka with a particular focus on international engagement. This particular background study focuses on the relationship between the economic agenda of the United Nations Front (UNF) government and the peace process it initiated by signing the February 2002 Ceasefire Agreement (CFA). The UNF government tried to carry out an extensive programme of reforms on the economic front while initiating a difficult process of political negotiations with the Liberation Tigers of Tamil Eelam (LTTE). The basic conclusion of the study is that the political fallout from the economic reform program undermined the peace process, signified by the defeat of the UNF government in April 2004.
